Greenspan Announces Millions In Upcoming Capital Budget For Westshore Communities

State Rep. Dave Greenspan (R-Westlake) announces and supports the upcoming two-year state construction budget, which includes funding for a variety of initiatives across the state as well as aid for local projects throughout the 16th Ohio House District. The capital bill is being included in Senate Bill 310, which is currently pending in a House-Senate conference committee.

“The capital bill is committing millions of dollars in investment to our communities and across the state,” said Greenspan. “The funding will provide these local infrastructure and recreation projects with the resources they need for completion.”

In total, the 16th Ohio House District region will receive over $2 million for project improvements within the legislation. Local projects funded within the bill include:

  • Rocky River - Bradstreet’s Landing Pier, $200,000;
  • Bay Village - BAYarts Campus Expansion, $500,000;
  • Bay Village - Lake Erie Nature & Science Center Wildlife Gardens, $450,000;
  • Bay Village - Bradley Park Playground, $32,279;
  • Bay Village - Interurban Pedestrian Bridge, $50,000;
  • North Olmsted - Clague Park Improvements, $100,000;
  • Westlake - Clague Park Playground Renovation, $487,000;
  • Fairview Park - Thomas Lane Pocket Park, $46,740;
  • North Olmsted - Horizon Education Playground Improvements, $140,000.

Statewide, the bill commits over $2 billion in new capital appropriations for a wide variety of infrastructure across Ohio. This is in addition to more than $500 million previously approved by lawmakers for schools and local infrastructure projects.

Statewide highlights include:

  • $452 million for the Department of Higher Education, which includes funding for traditional and regional campuses and community colleges;
  • $300 million for K-12 school building construction and improvements;
  • $10 million for safety grants for K-12 schools and Ohio’s colleges and universities;
  • $280 million for the Ohio Public Works Commission, which supports a variety of infrastructure initiatives, including local water, sewer and road projects;
  • $62.5 million for the Clean Ohio Program; and
  • $50 million for county jail projects. Funding will be allocated through a competitive, needs-based process.

The legislation awaits further consideration within the conference committee.

Greenspan's 'Allison Rose Act' Passes Ohio House
The bill helps address growing concerns of food allergies within schools

Today, State Rep. Dave Greenspan (R-Westlake) announces his legislation, the “Allison Rose Act,” was overwhelmingly passed out of the Ohio House of Representatives. The legislation, House Bill 231, encourages school districts, community and STEM schools to create food allergy training for staff members and students. Greenspan has given previous testimony and spoke to the bill on the House floor earlier today.

“According to the U.S. Center for Disease Control, the prevalence of food allergies among children increased 18% during 1997-2007, and allergic reactions to foods have become the most common cause of anaphylactic reactions in community health settings. Children with food allergies are two to four times more likely to have asthma or other allergic conditions than those without food allergies.”

House Bill 231 works to remedy the concerns of food allergies by encouraging in-service training for students and staff members at public grade schools. The training helps individuals identify and respond to someone experiencing an allergic reaction, simultaneously, it would also qualify as a professional development activity for the renewal of educator licenses.

Additionally, the bill includes age-appropriate instruction for students from K-12 grade on these allergies and how to assist those suffering from a reaction. Further, it requires the Ohio Department of Education (ODE) to compile an annual list of organizations to offer free Epi-Pens to qualifying school districts.

Greenspan notes the bill does not create additional taxpayer-funded programs, but rather increases awareness about existing private programs and pushes for the implementation of age-appropriate allergy safety trainings within Ohio schools.

Previous legislation on this issue was introduced during the last General Assembly by former Representative Marlene Anielski in response to the death of Allison Rose Suhy from Brecksville. The death was a result of an anaphylactic reaction due to her allergy to peanuts.

“This bill is named in honor of Allison Rose Suhy, who passed away in 2017 at the age of 18. Allison was a college freshman at Ohio University when she suffered an anaphylactic reaction due to a peanut allergy after eating a donut,” Greenspan remarked on the House floor. “I have been honored to work with the Suhy Family and the Allison Rose Foundation, especially her father Chief Michael Suhy, on this bill which will help to prevent similar tragedies from occurring in the future.”

The legislation now heads to the Senate for further consideration.
 
 

 

 Greenspan's 'Collin's Law: The Ohio Anti-Bullying And Hazing Act' Passes The Ohio House

State Rep. Dave Greenspan (R-Westlake) announces his legislation, Collin’s Law: The Ohio Anti-Bullying and Hazing Act, was overwhelmingly passed out of the Ohio House of Representatives earlier today. The bill addresses the issue of school bullying and hazing throughout the state.

“I have continued to work over the last few years on this bill that will help fix the issues of violence that we see in our schools,” said Greenspan. “This is one of the most comprehensive anti-bullying and anti-hazing bills in the country; simultaneously, it still allows for locals schools to retain the flexibility they need.”

The legislation, House Bill 310, works to strengthen consequences for acts of bullying and hazing. Additionally, it specifies preservation of local control for schools on the disciplinary actions by providing autonomy for them to address and respond to first-reported offenses of bullying. However, if these acts continue, the provisions of the bill will be implemented.

Under the bill, if a student is identified as a bully then that individual will serve a disciplinary period, during which the student may be required to participate in a community service program. The bill also encourages schools to offer tutoring, academic support, and counseling services to bullying victims.

Greenspan has noted that one in four students experience bullying, and every day 5.2 million American students do not go to school for fear of being bullied.

The title of the bill, “Collin’s Law,” is inspired by Collin Wiant, who passed away as a student at Ohio University. Extreme hazing led to Collin’s death by asphyxiation while pledging for a fraternity.

“This bill will go a long way at ensuring we end tragedies such as the loss endured by Collin and the Wiant family,” Greenspan added.

Greenspan previously introduced this legislation in the 132nd General Assembly. After passing the House, the bill now heads to the Senate for further action.

Over the past four years, I have been humbled to represent you in Columbus. Each day, the 120,000 residents of the 16th Ohio House District have always been in the forefront of my mind. Those who visited my Columbus office saw the city seals of these great communities framed and hanging on the wall, the wall that I faced every day. My priority and commitment has always been to represent you with the highest levels of dedication, commitment, and integrity.

A former Cuyahoga County Council colleague of mine, who served as a State Representative and State Senator, said to me that one of two things would happen to me while serving in Columbus. This colleague said that it – the political environment in Columbus – would either change me or I would change it. I can tell you: I tried to change it, it did not change me. I am guided by my integrity and ethics. Even when some tried to challenge my principles, I changed Columbus by standing up for us, hoping to demonstrate that courage, fidelity and honesty is the pathway to a better county, state and nation. We can lead by example, and I do hope that I had a positive impact in a challenging political culture and environment.

Four years ago, shortly after I won my first election as your State Representative, then-Senator-elect Matt Dolan commented to me that the most important characteristic one can have is to be true to your word. Over time, I have come to fully appreciate just how impactful his statement was. I can say that I took this advice seriously and never wavered from my convictions, and I did not say one thing and do another.

For years, as a member of the Cuyahoga County Council, I had the privilege to address candidates for public office. In my comments, I first thanked them for entering the “arena” of running for public office. I also reminded them that not everyone is going to be successful on Election Day. I said that something brought them to the discussion to take this next big step to further help their communities, but that regardless of the outcome on Election Day, their involvement is still valuable and I encouraged them to continue to stay involved. It would be inconsistent of me to say one thing to them and do the opposite myself. My commitment to the residents of the Westshore has not changed. I plan on staying engaged and committed to making our communities strong and vibrant.

I want to thank my family, my wife and children – who have selflessly provided me the opportunity to serve you. Often we talk about the sacrifices that elected officials make in order to meet the requirements of public service, but we seldom think of the families that share in that sacrifice. Over the past ten years, I have missed birthdays, gatherings, anniversaries, sporting events, and school plays, just to name a few. To my family – thank you again for allowing me this opportunity.

Finally, I want you, the citizens of the 16th House District, to know that I am still committed to you and to us.
Between now and December 31st, which is when my term officially ends, I will continue to represent you with the same level of commitment and dedication. One of the primary responsibilities I have is to assist constituents in addressing the challenges they may have with various state issues. My legislative aide and I are working diligently to resolve all outstanding constituent cases – we are currently working on six – before the end of this term.

State Rep. Dave Greenspan (R-Westlake) announces earlier today that two of his bills have been approved out of two House committees, House Bills 299 and 311. House Bill 299 passed unanimously out of the House Criminal Justice Committee and House Bill 311 passed out of the House State and Local Government Committee. Greenspan testified before both committees.

“I’d like to thank the Chair and members of both committees for recommending the passage of these two important pieces of legislation,” said Greenspan.

House Bill 299 extends protections for corrections, parole and probation officers and parole board members. Additionally, the legislation requires parity of sentencing on these public servants to those for police officers. Greenspan has emphasized this legislation will help keep these officers safe from individuals wishing to inflict harm or retribution against them.

House Bill 311 provides that county governments can request the creation of a County Inspector General’s office to investigate fraud and corruption via a resolution. The County Inspector General would be the equivalent of the State Inspector General, but at the county level. Greenspan coordinated with the Auditor, Attorney General and the State Inspector General on drafting the legislation.

“A lot of work has happened behind the scenes from my office and others on fine-tuning these bills,” said Greenspan. “I’m grateful to my colleagues for moving these bills forward today and I will continue to work on them through the legislative process in hopes they can be signed into law,” Greenspan added.

Greenspan's Budget Amendment For Port Funding Approved By Controlling Board
 

State Rep. Dave Greenspan (R-Westlake) announces that his amendment within last year’s budget legislation, House Bill 166, was approved today by the state Controlling Board. The measure originally proposed by Greenspan creates the Maritime Assistance Program (MAP), which provides $23 million in assistance to the Ohio Public Port Authorities.

“As many of you know, Lake Erie is such a vital part of our community,” said Greenspan. “I am proud to have had the opportunity to create this new funding program that will enhance the development of Lake Erie’s maritime commerce and infrastructure across the region.”

Specifically, the Controlling Board approved $11 million from FY20 to FY21 for the MAP at the meeting earlier today. The approval of the measure outlined that as this was a new program, ODOT took extensive time to plan, develop rules, advertise, select, and implement the first round of projects through the program.

The funding is allocated to the Public Port Authorities for the following:

  • Land acquisition and site development for marine cargo terminal and associated uses, including demolition and environmental remediation;

  • Construction of wharves, quay walls, bulkheads, jetties, revetments, breakwaters, shipping channels, dredge disposal facilities, projects for the beneficial use of dredge material, and other structures and improvements directly related to maritime commerce and harbor infrastructure;

  • Construction and repair of warehouses, transit sheds, railroad tracks, roadways, gates and gatehouses, fencing, bridges, offices, shipyards, and other improvements needed for marine cargo terminal and associated uses, including shipyards;

  • Acquisition of cargo handling equipment, including mobile shore cranes, stationary cranes, tow motors, fork lifts, yard tractors, craneways, conveyor and bulk material handling equipment, and all types of ship loading and unloading equipment;

  • Planning and design services and other services associated with construction;

  • Land acquisition, construction of port infrastructure, acquisition of equipment, planning and design services.

“It’s critical that we can continue to provide solutions on properly updating and fixing the important needs of our waterways right here in northern Ohio,” Greenspan added.

The next Controlling Board meeting is set for Oct. 26.
 

Greenspan's Legislation To Prorate Hybrid And Electric Vehicle Registration Fees Heads To Governor
 

State Rep. Dave Greenspan (R-Westlake) offered an amendment to Senate Bill 163 that passed the General Assembly, which will allow for proration of hybrid and electric vehicles' registration fees. The legislation, with Greenspan's amendment, now heads to the governor to be signed into law. Greenspan spoke to the amendment on the House floor.

"This amendment puts parity with that action with traditional motor vehicle registrations," said Greenspan.

Under current law, Greenspan explained that an issue occurring with hybrid vehicles is individuals are paying multiple registration assessment fees within the same year. For example, if an individual purchased a vehicle today then their birthday was three months from now, it was assumed they were paying a prorated fee for this, however, that was not occurring.

Greenspan noted that constituents within his district were purchasing hybrid vehicles and essentially paying the same fee twice within the same year. Greenspan's legislation will fix this issue.

The amendment comes from Greenspan's House Bill 490, which was added to Senate Bill 163 through a conference committee earlier this week.

The legislation now awaits the governor's signature.

State Rep. Dave Greenspan (R-Westlake) announces that he supported and the General Assembly approved House Bill 614, which provides $650 million of federal CARES Act funding to local communities across Ohio for COVID-19 pandemic-related expenses. The funding will be made available to counties, municipalities, and townships.

House Bill 614 will also improve Ohio’s unemployment compensation system by creating the Unemployment Compensation Modernization and Improvement Council to evaluate the claim filing process and technological infrastructure. Under the bill, the Auditor of State is required to examine and make recommendations on the efficiency of the process, and the Director of Job and Family Services is required to create a constituent referral system and strategic staffing plan to better serve Ohioans.

“COVID-19 has created negative financial situations for so many entities and people across our state,” said Greenspan. “This critical funding is necessary to aid our local communities with those recurring COVID-19 expenses, simultaneously, this pandemic has shown that our unemployment compensation system needs serious changes - this legislation takes decisive action on that front.”

The $650 million for COVID-19 pandemic-related expenses incurred by local governments is for between March 1 and the end of 2020 while unused dollars will be returned to the state.

Some of the allocations for the area includes the following:

  • Bay Village - $547,527

  • Fairview Park - $582,374

  • Rocky River - $720,210

  • Westlake - $1,154,297

  • North Olmsted City - $1,129,396

Greenspan also announced significant state Controlling Board funding back in August, which supported pandemic-related expenses, including the work of first responders and other local services that have been vital in areas across Ohio. The measure is similar to the approval of $350 million to help local governments by the Ohio House of Representative under House Bill 481, which Greenspan supported and was signed into law over the summer.

The legislation contains an emergency clause and will be effective immediately upon the governor’s signature.

Greenspan Leads Charge In Repealing House Bill 6

State Rep. Dave Greenspan (R-Westlake) lead the charge in his effort to repeal the controversial House Bill 6. Greenspan joined several of his colleagues, including joint sponsor State Rep. Laura Lanese (R-Grove City), for the first hearing of the House Select Committee on Energy Policy and Oversight - a committee formed to focus on repealing and replacing House Bill 6. Greenspan testified in support of House Bill 746, which would repeal House Bill 6. 

“We, Representatives Lanese and Greenspan, firmly believe that Ohio requires a comprehensive energy policy, which includes consideration of all sources of electricity currently generated in Ohio, the use of advanced and emerging technologies and one that encourages innovation in energy production and efficiency,” said Greenspan.  “A comprehensive policy should balance all resources and contribute to a stable, reliable, affordable, and predictable energy platform.  Unfortunately, House Bill 6 does not meet these standards. House Bill 6 picks winners and creates many more losers.”

Greenspan acted quickly back in July and cosponsored House Bill 746 and another similar piece of legislation seeking to repeal House Bill 6. Greenspan also later became the lead primary sponsor, along with Lanese, on House Bill 746.

Within his testimony, Greenspan noted that the Nuclear Generation Fund acts more as a grant and provided clarity to his opposition to it.

“In order to qualify for funds from the Nuclear Generation Fund, as outlined above, you basically have to maintain your principal place of business in Ohio and produce nuclear power - that’s it.  So to make it even simpler, you have to work here and operate here.  Well, how many other Ohio businesses would like to qualify for a “grant” with those criteria?  The answer is ALL OF THEM,” said Greenspan.

Greenspan also detailed the issues of the energy harbor stock buybacks and decoupling. Additionally, the state representative identified how the plants have begun to thrive before House Bill 6 has been implemented.

“I cannot re-emphasize this point enough: The owner and operator of the nuclear plants has cash flow and is profitable today, months before the first cent from House Bill 6 is set to reach them,” Greenspan added.

Greenspan finished his testimony by acknowledging how the committee needs to move forward with a more comprehensive clean energy plan for Ohio and called into question the process of how House Bill 6 was passed.

“In conclusion, one of the biggest takeaways from all this is that information which we believe would have had a material impact on the passage of House Bill 6 was either not provided to us, or was identified after the bill’s adoption,” said Greenspan. “We hope that we have sufficiently made our point.  The fundamental question before us today is: ‘If you knew then what you know now, would you have supported House Bill 6?’  I believe that answer is NO."

Greenspan Supports "Good Samaritan Expansion Bill" As It Passes Ohio House

State Rep. Dave Greenspan (R-Westlake) announces that House Bill 606, known as the “Good Samaritan Expansion Bill,” passed the Ohio House. The legislation protects individuals, schools, healthcare professionals, and businesses from frivolous lawsuits arising out of the pandemic.

“This legislation is good for workers and employers during this time of economic recovery,” said Greenspan. “This important bill gives businesses, healthcare professionals, essential workers, and schools the ability to safely and securely help those in need and to move forward in reopening while not being fearful of frivolous lawsuits.”

The “Good Samaritan Expansion Bill” ensures civil immunity to individuals, schools, the health care community, and businesses from lawsuits arising out of the pandemic. Health care providers are immune for the actions, omissions, decisions or compliance with government orders unless it constitutes reckless disregard for life or health of the patient.

“I also want to emphasize that this bill keeps public health in mind as it does not give those a pass who act recklessly,” said Greenspan. “It does not provide immunity for those acting in bad faith, but rather protects those trying to do the right thing.”

The immunity is set to last from March 9, 2020, the date of the emergency declaration, through September 30, 2021.

Over 50 organizations have submitted support for the legislation during the committee process which includes the Ohio Healthcare Association, Ohio Council of Retail Merchants, Ohio Association of Civil Justice, Ohio Chamber of Commerce, Ohio Athletic Trainers Association, National Federation of Independent Business, Ohio Salon Association, Ohio Manufacturers Association, Ohio Hotel and Lodging Association, Ohio Automobile Dealers Association, Ohio Dental Association, Ohio Hospital Association, the Inter-University Council of Ohio’s Public Universities, the Ohio Association of Community Colleges, and many more.

Once approved by the Senate, the bill will go to the Governor for his signature.

Greenspan Announces Local COVID-19 Relief Funding
State Rep. Dave Greenspan (R-Westlake) announced that the state Controlling Board today approved COVID-19 relief funding, some of which will be allocated to local governments within the 16th Ohio House District. This will support a range of pandemic-related expenses, including the work of first responders and other local services that have been crucial in areas across Ohio.

"No doubt about it, our local governments have faced revenue shortfalls this year," said Greenspan. "This vital funding will help make our communities become whole again as they continue to deal with the financial challenges that this pandemic has caused for our cities."

Specifically, some of the measures passed today includes:
  • $175 million in COVID-19 relief appropriations for the distribution to local governments throughout the state;

  • $97.5 million to expand on the state's testing efforts for COVID-19; and

  • $31 million to ODJFS for child care support.
The $175 million in COVID-19 relief to local governments, townships, counties, and municipalities comes from the federal CARES Act initiative, and includes the following areas within the 16th Ohio House District:
  • Bay Village - $194,248

  • Fairview Park - $217,151

  • Rocky River - $225,286

  • Westlake - $231,853

  • North Olmsted City - $387,072
The measure is similar to the approval of $350 million to help local governments by the Ohio House of Representative under House Bill 481, which Greenspan supported and was signed into law over the summer.

The next scheduled Controlling Board meeting is set for Sept. 14.

State Rep. Dave Greenspan (R-Westlake) announces Ohio’s annual sales tax holiday will be happening for consumers across the state from Aug. 7-9. The holiday marks the weekend where Ohioans will not have to pay state sales and use taxes on clothing items, school supplies and school instructional materials up to a certain price. Greenspan was a cosponsor of Senate Bill 226 from the 132nd General Assembly, which made the sales tax holiday permanent.

“We’ve seen many families face financial hurdles due to the pandemic,” said Greenspan. “I hope this is one small way that can help ease those challenges as they prepare their children for the upcoming school year.”

The holiday will give a break on sales and use taxes on clothing items priced up to $75, school supplies up to $20 and school instructional materials at $20 or less. There is no limit on the number of items, and the break is also available for items purchased online. With the challenges from COVID-19, online sales could be increasingly vital for some shoppers.

The sales tax holiday is now in its sixth year in Ohio and first started as a pilot project in 2015. In 2018, the General Assembly passed legislation to make the sales tax holiday a yearly event to provide additional tax relief for Ohioans during back-to-school season.

State Reps. Greenspan And Manning Propose Bill Protecting Taxpayer Dollars In Public Official Criminal Cases 

State Reps. Dave Greenspan (R-Westlake) and Gayle Manning (R-North Ridgeville) announce the introduction of legislation that seeks to save taxpayer dollars by adding offenses for public officials that may result in the forfeiture of their retirement or disability benefits. 

“This legislation will hopefully set a precedent of holding public officials who misuse their power more accountable,” said Manning. “Not only will it hold public officials more accountable, but it’s also about protecting the taxpayers. Their hard-earned money should not be paying for the benefits of an elected official who faces federal convictions.”

Specifically, the legislation adds certain offenses that would result in the forfeiture of a future retirement, disability benefit, or termination of an existing disability benefit of a public official. The offenses include:


  • Felony offenses of extortion and perjury;

  • Federal offenses of racketeering activity, theft or bribery concerning programs receiving federal funds, interference with commerce by threats or violence in violation of the "Hobbs Act," and mail, wire, and honest services fraud.

Additionally, the legislation under House Bill 741, requires the Ohio Attorney General to bring an action of forfeiture or termination of a benefit if the federal court chooses not to order the forfeiture for a conviction or guilty plea to one of the offenses in question. The bill also allows the person convicted or who plead guilty to request a hearing to consider the certain forfeiture.

“Public officials who betray the trust of the people of Ohio should not be able to benefit from taxpayer dollars – it’s important we put certain checks on those who abuse their elected position within our institution,” said Greenspan.

Greenspan and Manning’s legislation awaits its first committee hearing.

State Rep. Dave Greenspan (R-Westlake) announces the state Controlling Board approved several measures for COVID-19 relief, including funding for libraries, veterans services, and K-12 broadband across Ohio. Greenspan noted his support for the measures.
 
"It's important that during these tenuous times that we can still support schools, local libraries and our heroes," said Greenspan. "I appreciate the Controlling Board's approval of these measures, it will truly make a difference in assisting our communities within the 16th District when it comes to combatting the effects COVID-19 has had on all of us."

Greenspan is referencing the following initiatives that were approved:

COVID Response Multiple Agencies - Office of Budget and Management - $25,000,000;
  • Coronavirus Relief - Department of Health - $7,138,702;
  • COVID Safety - Public Libraries - $18,300,000 (The allocation will provide a $25,000 grant to each Ohio public library and branch location.);
  • COVID Safety - Veterans Posts - $3,000,000 (The allocation will provide a $5,000 grant to Congressionally chartered veterans service organizations in Ohio with an active post location.);
  • COVID Safety - Crisis Centers - $8,750,000 (The allocation will provide a $50,000 grant to Ohio Rape Crisis Centers and Domestic Violence Shelters in Ohio.);
  • COVID Consumer Protection - $1,000,000 (The allocation will be used by the Ohio Attorney General to provide public outreach to Ohio consumers, including older Ohioans, to prevent COVID pandemic-related scams and fraudulent schemes, and to investigate coronavirus-related consumer complaints.);
  • COVID Safety - Deputy Registrars and Driver Test Centers - $4,660,000 (The allocation will provide a $20,000 grant to Ohio Deputy Registrar and Driver Exam Station locations.);
  • COVID Safety - Ohio Veterans Homes - $1,000,000;
  • $403,667 to the State Library Board for supporting software services that assist 95 library systems throughout Ohio; and
  • $50 million for the BroadbandOhio Connectivity Grant Program.
The next Controlling Board meeting is scheduled for August 24.
 

State Rep. Dave Greenspan (R-Westlake) joined State Rep. Allison Russo (D-Upper Arlington) as joint sponsors in announcing the introduction of bipartisan legislation, House Bill 730. The bill establishes a lead service line replacement program in Ohio to better protect Ohioans from lead within drinking water.

“We need to set-up the best possible process in order to protect individuals and their families from the dangers of lead within our drinking water,” said Greenspan. “I am proud to introduce this bill for the safety of Ohio’s drinking water delivery systems.”

According to the CDC, no amount of lead exposure in children is safe. Additionally, the Value of Lead Prevention has determined that nearly 4,000 children in Ohio each year have an elevated level of lead in their blood.  Children’s exposure to lead in homes, water, and the soil costs Ohio $2.8 billion annually and this is accrued from reduced productivity and premature mortality, as well as added health care, education, and social assistance spending.

“Research demonstrates that even minute traces of lead have detrimental effects on the health of children, families, and communities,” said Russo. “By establishing a lead service line replacement program, we can begin to dismantle the legacy of lead in Ohio’s water delivery systems while protecting Ohioans, especially children, from the health risks of lead exposure in drinking water.”

This legislation will create an Office of Lead Service Line Replacement within the Ohio EPA to coordinate programs. Other specific provisions of the bill includes:

•              Requiring the inventory of all service lines, including the private side of service lines;

•              Requiring all public water systems to fully replace lead service lines within 20 years of the enactment of the legislation;

•              Banning partial lead service line replacements;

•              Enabling public water systems to develop and implement programs that reduce barriers to fully replacing lead service lines;

•              Providing funding for lead service line replacement programs via grants;

•              Encouraging public water systems to create programs that provide financial assistance to low-income customers to replace their part of the lead service line; and

•              Allowing customers to pay the remaining costs for private lead service line replacement through their water bill or upfront.

Greenspan Co-Sponsors Bills To Repeal House Bill 6

State Rep. Dave Greenspan (R-Westlake) has co-sponsored two bills set to be introduced, one by State Representatives Mark Romanchuk (R-Ontario) and Laura Lanese (R-Grove City) and another sponsored by Michael Skindell (D-Lakewood) and Michael O’Brien (D-Warren). Both bills are intended to repeal House Bill 6. The bills surround the controversial nuclear bailout bill, House Bill 6, which has been recently and heavily referenced statewide due to a federal racketeering investigation.

“Last year, based on principles due to content of the legislation, I originally voted against House Bill 6 and then again voted No on a second vote on the bill,” said Greenspan. “I believe we must restore the faith of all Ohioans within our institution of the House chamber by immediately repealing this legislation.”

In total, over thirty other representatives have cosponsored Romanchuk and Lanese’s bill.
 

It's Time - It's Time To Set Goals
 
"As powerful as government is, it can only do so much by itself.  Government can never take the place of parents in raising children. Government can never take the place of families and churches and synagogues in teaching values. Government can never take the place of people in our communities working together and looking out for each other.

Government can, of course, provide opportunities and encouragement. Government can help the next generation become better off. But government cannot make the next generation better. Government can set goals, but only people can touch souls."[1] 

I read this quote at my swearing-in ceremony in 2011 when I was originally sworn in as a Cuyahoga County Councilmember and it has been framed and hanging in my Columbus legislative office since 2017. 

In 2004, I met former United States Senator and Georgia Governor, Zell Miller. In a candid conversation with him, I mentioned that the above quote from his book, A National Party No More, had a positive impact on my view on the role of government and public policy.

As I've written in this series of "It's Time..." guest columns, the path to addressing and working to resolve the challenges facing our communities, state and nation can be lengthy and should be deliberate. The challenges we face are many and opinions are strong. In order to address these issues we need to harness that same, if not an even greater, level of energy as used in the expression of our thoughts on these challenges and apply it towards finding a solution to these challenges.

In my guest column, "It's Time...It's Time To Unify", I have addressed the need for us to Unify by exercising respect and tolerance for those who have different opinions from us.  Followed by my guest column, "It's Time...It's Time To Talk Not Text", I have also addressed the need for us to exercise courtesy in our deportment with others.

If we have taken a day of reflection, if we have embraced the values of respect and tolerance and believe that courtesy must be a characteristic applied when conducting conversations on subjects that may not be amenable to some - then we should be at the point in the process where we can start to set goals.

"Setting goals is the first step in turning the invisible to visible." - Tony Robbins

In order for goals to be meaningful and serve as intended, they must meet four objectives: easily defined, measurable, attainable, and have a deadline. The challenges that we are facing today are extremely complex - but that should not restrict us in our ability to easily define an overall goal or objective; the more nuanced details will be defined during the process. In order to be able to define the progress of the challenge, in defining the process, we should ensure that the pathway is marked with measurable milestones. In my opinion, the most problematic component of working through a challenge is becoming discouraged that the objectives are simply not attainable, at which point the process comes to a halt.  And finally, the goal should have a deadline.  We must have a timeline to work towards and a completion date for the actions identified. This will keep the process on track and moving forward. It will create a sense of urgency. I'd like to emphasize that throughout this process each of the four objectives, will and should change us as we move through the process. Flexibility is a key component in working through the process - changes to the objective may occur and the overall goal may be modified as the discussions progress. 

Once again, respect, tolerance and courtesy must be the driving characteristics in these goal setting sessions. Goals as articulated by Zell Miller, when he concluded "Government can set goals but only people can touch souls" is more evident today than ever.  It is incumbent upon us as legislative leaders to facilitate the process, but this is a not a one-way street - it's not even a two way street, but a multifaceted highway for us to move forward.  We need everyone's participation and welcome engagement.

I don't know what the ultimate answer will look like because I am one person with one perspective.  Defining these objectives will need to be a collective effort, approached in good faith with respect, tolerance and courtesy. 

We must begin the process of setting goals - the time is now.

Greenspan Announces Substantial Local School Funding Aid 

State Rep. Dave Greenspan (R-Westlake) announces the State Controlling Board approved the release of coronavirus relief funding to support local schools preparing for the start of the upcoming school year. 

“It’s anticipated that our local schools will face financial burdens due to this pandemic,” said Greenspan. “The approval of this significant funding today will help them moving forward as they transition back to the classrooms as we face the challenges that COVID-19 presents.”

According to the Ohio Office of Budget and Management (OBM), the federal coronavirus relief aid can be used for a variety of needs, including protective equipment, cleaning and sanitation, and remote learning.

The school funding approved today is being distributed based on enrollment. Additionally, there is funding to support students with disabilities and economically disadvantaged students, as well as transportation obligations.

Here are the allocations approved by the Controlling Board within the 16th Ohio House District: 
  • Bay Village City - $108,302

  • Fairview Park City - $80,652

  • Rocky River - $120,673

  • Westlake City - $170,785

  • North Olmsted - $190,486
 

 

Greenspan Hosts Meetings For Community Leaders  Discussing Criminal Justice Reform

  • Modernizing hiring practices to increase hiring of minority officers;
  • Establishing a standard disciplinary process for all police departments;
  • Terminating an officer when they are convicted of a violent crime;
  • Creating a statewide disciplinary database for police officers noting officer suspensions that are the result of improper use of force or dishonesty;
  • Examining issues related to excessive use of force; and
  • Ensure professional police practices.

Guest Column: It's Time - It's Time To Talk Not Text

If we truly wish to address the challenges facing our community, our state and our nation – we must have the courage to take the first steps to talk, communicate and share ideas.  Taking that first step can be the most challenging, but one that we must take if we want to make tomorrow better than today.

Unfortunately, free speech – on all sides of all issues, is under attack.  At some point in our past, recent or long ago – or a combination of both – WE have lost respect and tolerance for one another.

WE, the collective we, have lost the skills and art to effectively communicate.  It is generally believed and written by toolshero.com that there are seven C’s of communication:


  1. Completeness

  2. Concreteness

  3. Courtesy

  4. Correctness

  5. Clarity

  6. Consideration

  7. Conciseness

It is important that we understand how essential the third C of communication, Courtesy, truly is.  Courtesy is defined as “the showing of politeness in one's attitude and behavior toward others.”  So, where has courtesy gone?  Why do so many believe that it is acceptable to treat others with such contempt or outright disdain?  In my opinion, the use and often misuse of technology is one of the contributing factors in our overall lack of empathy and compassion for others.  Non-face to face, immediately distributed, methods of communication such as, texting, social media, tweeting, emails and other similar electronic forms of sharing thoughts and ideas have desensitized our population.  The lack of face to face interaction removes the interpersonal elements of human contact.  If society continues, as I believe it should and will, to engage in electronic methods of communications then we should employ the core fundamental values, of respect, tolerance and courtesy. We have experienced and are experiencing the decline in the exercise of these values in our everyday deportment with others.  Because of the increase use of technology which, by its design, is intended to expedite communication, has unintentionally produced an environment that does not support these values.  If one is not physically present to see the impact of a text, tweet or an email, if one is not physically present to interpret the body language and other non-verbal ques of another, and if one is not offered the opportunity to respectfully, with tolerance and courtesy engage in oral or written dialogue then the communication falls short of a true conversation.  Often, it is the intent of the sender not to engage with the recipient – but to simply make a statement and move on leaving the recipient in the rear view mirror - or worse, continuing to communicate and persist in exemplifying disrespectful, discourteous, and intolerant behavior.

Many in our society have become very polarizing and consequently, we have become polarized. It appears that we have either voluntarily retreated to or involuntarily been forced to our “safe corners,”  which most likely include social media, television, radio, podcasts, friends, groups, and associations that largely support the positions and points of view that we are most comfortable. This in itself, is polarizing. 

If it is our intent to “be the change that you wish to see in the world” as quoted by Mahatma Gandhi, then it is incumbent upon each of us to start Talking and Not Texting.  A wise gentleman once told me ten words that had a profound impact on my outlook on engagement, “if it is to be, it is up to me.” This can be amended to be pertinent to this discussion “if it is to be, it is up to US.” 

“US”, the collective us, should invest in good conversation. One that respects, tolerates and demonstrates courtesy to all, for all opinions, for all beliefs, for all perspectives. If we want a better tomorrow, it starts with “US”, it starts by “talking” and it must start today.

Legislation Offsetting Budget Reductions For Public Education Signed Into Law

State Rep. Dave Greenspan (R-Westlake) announces today that House Bill 164 was signed into law by the Governor. The legislation will provide school districts in the cities of Bay Village, Fairview Park, Rocky River, and Westlake with additional public education funding to offset budget reductions made earlier this year.

Last week, Greenspan voted to support Senate amendments to House Bill 164 that implemented this additional funding and spoke to the bill on the House floor.

“COVID-19 has sadly created financial struggles for our schools, and we’ve had to do what we can to support our schools in addressing the revenue shortfall,” said Greenspan. “Of course we all wish our schools did not have to face reductions, however, I am pleased that this legislation signed into law today will ensure that no school district in our state will receive a budget cut of more than 6 percent.”

Under the bill, 4 of the 5 public school districts in Ohio 16th House District will now receive additional funding to partially offset previous budget adjustments made in the wake of the COVID-19 pandemic. The funding breakdown is as follows:


  • Bay Village’s budget was previously reduced by 11.7 percent. Under House Bill 164, Bay Village is scheduled to receive an additional $254,596.

  • Fairview Park’s budget was previously reduced by 6.4 percent. Under House Bill 164, Fairview Park is scheduled to receive an additional $10,615.

  • Rocky River’s budget was previously reduced by 43 percent. Under House Bill 164, Rocky River is scheduled to receive an additional $539,431.

  • Westlake’s budget was previously reduced by 27.3 percent. Under House Bill 164, Westlake is scheduled to receive an additional $534,163.

The North Olmsted City School District did not meet the criteria for additional funding due to an original adjustment of less than 6 percent following the infusion of federal CARES Act dollars.

   

 

Guest Column:  It’s Time….It’s Time to Unite

Respect and tolerance, two qualities, two characteristics that have been put on hold or just simply forgotten.

Respect is explained as the regard for the feelings, wishes, rights, or traditions of others.

Tolerance is described as the ability or willingness to tolerate something, in particular, the existence of opinions or behavior that one does not necessarily agree with.

At some point in our past, recent or long ago – or a combination of both – WE have lost respect and tolerance for one another, our community, our state and our nation.

We are a nation built on the belief as outlined in the preamble of the United States Constitution that says “We the People of the United States, in Order to form a more perfect Union, establish justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare…” It cannot be overlooked, that many in our Union feel that these goals and objectives, the expressions of our founding fathers, have not been realized. And out of respect and tolerance, all voices should be heard. And out of respect and tolerance, we have an obligation to all to be heard. And out of respect and tolerance for each other – all people – all Americans, we should work together to live up to the preamble of our Constitution and its expression to form a “more perfect Union.”

Forming a “more perfect Union” is aspirational. Forming a “more perfect Union” is the goal – it is the ideal we should always strive to achieve. But we must be realistic, the term “perfect” will never be realized. For it is this word “perfect” that by design, and I would have to believe the founders of our great nation, skillfully and carefully selected to keep us ever striving for that which is noblest and best. Let us be clear, we will never achieve perfection – I don’t believe that our founding fathers ever expected us to reach perfection, but they did demand that we continue to ever seek its luster.

We often describe ourselves the “melting pot” of the world. That too comes with its own responsibilities – rooted in the objectives outlined in the Constitution – “to form a more perfect Union.” When our nation began its expansion centuries ago WE put out the call to the world as best articulated in the motto of the Statue of Liberty, “Give me your tired, your poor, Your huddled masses yearning to breathe free, The wretched refuse of your teeming shore, Send these, the homeless, tempest-tost to me, I lift my lamp beside the golden door!” What is that golden door – what is inside? Fundamentally, it can best be summarized into one word “opportunity.” And somewhere along the way, “opportunity” is not believed to be an achievable goal for some. We have forgotten, either selectively or by design, that we are a nation built by people of different temperaments, talents and convictions – all of which needs to be supported by respect and tolerance.

We have forgotten, that the first amendment of OUR Constitution demands that we show respect and tolerance – “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble …”

One of the most important elements of the first amendment clearly states, “or abridging the freedom of speech.” So, what does this mean? To me, it means that one has the right to share their opinions and thoughts without fear of reprisal. To me, it means that each person’s speech is important and it should be heard. To me, it means that although I may or may not agree with your speech – that it should be heard. To me, it also means that the use of speech should be respected and tolerated.

As a young boy growing up in New Jersey, my grandmother instilled in me the qualities of respect, tolerance and belief that all people are created equally and should be treated fairly. I have embodied this concept in my daily interaction with others. I believe in leading by example – striving to be respectful and tolerant to all.

So where do we go from here? Now is the time to unite. The big question is how do we get there? For this purpose, I would ask all of us to take a day, 24 hours, – “A Day of Respect and Tolerance” to contemplate how we can all unite as one, striving for the “perfect union” realizing we will not get there divided – but wherever we land together, striving for what is noblest and best because tomorrow must be better than where we are today.

 House Bill 285 Drivers License Reinstatement Fee Debt and Amnesty Program. Signed into Law 

State Rep. Dave Greenspan (R-Westlake) announces his sponsored legislation known as the Driver’s License Reinstatement Fee Debt Reduction and Amnesty Program has been signed into law by the Governor. The Ohio General Assembly passed the legislation out of its two chambers and onto the Governor in late May.

Greenspan sponsored the bipartisan legislation with State Rep. Juanita Brent (D-Cleveland) and he had the opportunity last month to speak in support of the new program.

“This bill seeks to reduce the number of drivers on the road without a valid license and without automobile insurance while simultaneously reducing the amount of administrative backlog with the Ohio Bureau of Motor Vehicles,” said Greenspan. “It is our goal to create a reasonable, practical, and measured attempt to make sure that Ohioans are legal to drive with a valid driver’s license and insurance while driving through our neighborhoods and on our interstates.”

Currently, eight million drivers’ licenses are issued throughout the state; over one million of those are suspended, with an average of nearly three suspensions per license holder. One problem which this legislation seeks to address is that many individuals, after completing all court-ordered sanctions, still have a suspension for a long period of time because they cannot afford to pay their BMV reinstatement fees

The Driver’s License Reinstatement Fee Debt Reduction and Amnesty Program was previously approved by the 132nd General Assembly as a temporary pilot program. That program ended on December 31, 2019. House Bill 285 will now establish the program permanently, beginning 90 days after today’s signature.

State Rep. Dave Greenspan (R-Westlake) voted to support House Bill 680 today, which enhances voter access and clarifies uncertainty from this past year’s primary election in Ohio. The legislation passed out of the Ohio House.

“This bill will essentially safeguard our elections moving forward and makes it easier for voters to get access to the ballot,” said Greenspan. “Due to our current laws in dealing with the pandemic, the primary election created confusion and stifled voter participation across the state – this legislation will correct these mistakes and ensure every Ohioan will know how they can vote in November.”

The legislation includes:

  • Permitting the Ohio Secretary of State to mail unsolicited applications for absentee ballots by using federal CARES Act funding, thus saving Ohio money, for the November 2020 election.

  • Allowing the Secretary of State to use CARES aid in several other ways as well, including paying for completion of the March 17 primary; providing personal protective equipment for elections officials; paying for cleaning and modifying the layout of polling places; and recruiting and training poll workers.

  • Setting the deadline at seven days prior to Election Day for voters to apply to receive absentee ballots by mail. Current law is three days, which the United States Postal Service indicates is insufficient to meet their delivery standards.

  • Expressly prohibiting a public official would be from causing an election to be conducted in any way other than the time, place and manner currently outlined in state law.

Greenspan noted that the changes adopted do not alter the ability for in-person early voting, in-person Election Day voting, and that he supports in-person early voting for the final weekend before Election Day.

Today House Bill 285, otherwise known as the Driver’s License Reinstatement Fee Debt Reduction and Amnesty Program, moved out of the Ohio House after unanimously concurring to Senate amendments passed last week. The bill now heads to the Governor to be signed into law.

As one of the primary sponsors of the bill, State Rep. Dave Greenspan (R-Westlake) spoke in support of the legislation moving forward.

After nearly two years of becoming law, State Rep. Dave Greenspan's (R-Westlake) House Bill 251 is making a difference within Ohio as Cuyahoga County is taking advantage of the legislation for critical investments. 

Cuyahoga County is the first to utilize the law in order to make a profitable investment. The legislation expands the current five-year limit on political subdivisions investment ability to a limit of 10 years. This increases the maturity of the investment, which increases revenue opportunity.

Because of the legislation, Cuyahoga County's Investment Policy allows for the purchase of financial instruments including the State of Ohio or other political subdivisions such as cities, townships, villages, and school districts that mature within 10 years.

"Based on my experience as a City Councilmember and a County Councilmember, I understand the challenges and opportunities our local partners face in meeting the needs of their constituents," Greenspan said. "Two years ago, during my first term as a Member of the Ohio House of Representatives, I was successful in authoring legislation, that became law, that supported my belief that the strength of our state is firming support by the strength of our local partners."

House Bill 251 grants political subdivisions more autonomy in their investment ability.  Specifically, it allows a political subdivision to purchase the debt of another subdivision for a longer period of time. This would be advantageous for both the purchaser and seller as it would result in more investment income for the purchaser of the debt, and less interest expense for the entity selling their debt, saving taxpayer money.

As a result of the limit expansion from five to 10 years, Cuyahoga County Executive, Armond Budish, recently announced the purchase of four municipal notes from the following communities:
  • City of Euclid - $1,000,000 Note for Roads, Street-Scaping, and Equipment; backed by the Ohio State Treasurer; rated by Standard & Poor's

  • City of Seven Hills - $7,810,000 Notes for Refunding of Road and Street Improvements; backed by Seven Hill's GO rating of Aa3

  • City of Broadview Heights - $750,000 Notes for Refunding for cash flow management and public improvements; backed by Broadview Height's GO rating of Aa2
"This bill will help our local partners save money by paying less interest on existing debt.  I'm happy that my home county is the first in the State to utilize this tool," Greenspan concluded.

Greenspan Highlights National Public Health Week During Coronavirus

State Rep. Dave Greenspan (R-Westlake) is recognizing April 6-12 as NPHW. The American Public Health Association has been the organizer of this campaign for over 25 years, bringing awareness to the contributions of public health and highlighting issues that are important to improving our nation's health.

Ohio General Assembly Passes Legislation Extending Absentee Voting Deadline For March 17 Primary Election

State Representative Dave Greenspan (R-Westlake) voted Wednesday in support of House Bill 197, to enact several emergency measures in response to the recent COVID-19 pandemic in Ohio. The bill passed unanimously out of both the Ohio House and the Ohio Senate.

House Bill 197, introduced by Representatives Jena Powell (R-Arcanum) and Derek Merrin (R-Monclova) last year to make technical corrections to Ohio’s tax laws, was amended to include several provisions addressing various issues which have arisen in the wake of the COVID-19 outbreak.

Among the provisions amended into House Bill 197 is an extension of the absentee voting period for the March 17 primary election. In-person polling locations were ordered closed by the Ohio Department of Health on March 16 due to the ongoing public health emergency. House Bill 197 will now extend the window for registered voters to mail in their absentee ballots to April 28. All absentee ballots postmarked by that date will be counted in the final tally of the March 17 primary results.

“We need to be mindful of the fact that national parties need to be able to submit their delegates to their conventions in a reasonable amount of time, which starts with bringing our elections to a swift and certain conclusion,” said Rep. Greenspan. “Extending Ohio’s primary election to April 28 is a date that we can safely ensure both the Ohio Democratic Party and Ohio Republican Party can certify their delegations to the national conventions. Especially during these unexpected circumstances, it is important to ensure that Ohio voters have a full opportunity to make themselves truly and fairly heard at both the state and national levels.”

House Bill 197 was passed with an emergency clause by both chambers and will take effect immediately upon being signed into law by the Governor.

 

Association Of Ohio Health Commissioners Offers Proponent Testimony On Legislation To Address Mental Health And Deadly Weapons

COLUMBUS-The Association of Ohio Health Commissioners today provided proponent testimony in support of House Bill 338, State Representative Dave Greenspan’s (R-Westlake) legislation which creates a due process protocol to address mental health and deadly weapons. Franklin County Public Health Commissioner Joe Mazzola, who also serves as the Association’s President-elect, submitted a statement on their behalf.

House Bill 338, also known as the Mental Health Awareness and Community Violence Protection Act, received its second hearing in the House Health Committee. According to the statement offered by the Association of Ohio Health Commissioners, the bill’s provisions provide a way to “release a pressure valve and intervene in a crisis, or better yet before a crisis hits,” adding that “it will be worth our while to explore all legal means to do so.”

House Bill 338 clearly outlines a multi-step, due process protocol that may involve law enforcement, a preliminary mental evaluation by a mental health professional, an extensive mental health evaluation, and an appearance before a probate judge if it is determined at each step in the process that an individual may present a threat to themselves or to others. The bill provides a combination of four levels of interviews, evaluations and legal processes - including representation before a judge with an attorney present - before a determination is made as to the subject of deadly weapons.

“This bill is a responsible and responsive approach to address the issue of mental illness and deadly weapons and respects the individual due process protections,” said Representative Greenspan. “I am grateful to see the Association of Ohio Health Commissioners come out in support of it.”

Representatives Greenspan, Brent Announce Passage Of Legislation To Make Driver's License Reinstatement Program Permanent

COLUMBUS-State Representatives Dave Greenspan (R-Westlake) and Juanita Brent (D-Cleveland) today announced that House Bill 285, which permanently extends a program which has decreased the number of Ohioans with suspended driver’s licenses, has passed out of the Ohio House of Representatives.

During the 132nd General Assembly, Representative Greenspan and then-Representative John E. Barnes, Jr. introduced legislation creating a pilot program intended to help Ohioans who are unable to afford the reinstatement fee or fines on their license suspension, with exceptions for certain types of violations. That program was established earlier this year, but is currently set to expire on December 31, 2019. House Bill 285 will extend it permanently.

“We’ve been working very closely with the BMV and the Department of Public Safety to improve this bill and make the program more accessible by allowing eligible drivers to make payments towards their reduced debt by mail or online as well as in person,” said Rep. Greenspan. “The permanent establishment of the Driver’s License Reinstatement Fee Debt Reduction and Amnesty Program is an important step towards making sure Ohioans are driving safely and legally on our roads.”

 To Discuss 2020 Capital Budget

COLUMBUS-State Representative Dave Greenspan (R-Westlake) today announced that he will hold two public meetings in North Olmsted in the coming weeks to discuss the upcoming 2020 Capital Budget.

The first meeting will take place on Friday, November 15, 2019 from 10:00 a.m. to 12:00 p.m. in the Small Meeting Room at the North Olmsted Branch of the Cuyahoga County Public Library, located at 27403 Lorain Road in North Olmsted, Ohio. The purpose of this meeting is to provide general guidance for the 2020 Capital Budget and to answer any questions members of the community may have about certain projects or the budget application process. The meeting is open to the public and all who are interested in speaking with Rep. Greenspan about the Capital Budget are invited to attend.

Representative Greenspan will also host office hours at the same location on Monday, December 16, 2019 from 1:00 p.m. to 3:00 p.m. Rep. Greenspan will be available during this time to meet with constituents one-on-one to discuss and review their Capital Budget funding applications prior to submission.

COLUMBUS-The Ohio Access to Justice Foundation on Tuesday announced State Representative Dave Greenspan (R-Westlake) as the 2019 recipient of the Voice of Justice Award.

Created in 2015, the award recognizes a person or organization demonstrating outstanding leadership and advocacy on behalf of low-income Ohioans who may need legal assistance to help them live stable, healthy and financially secure lives.

Rep.Dave Greenspan Announces Availability Of "Stop Bullying" License Plates

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today announced that specialty “Stop Bullying” license plates are now available for purchase through the Ohio Bureau of Motor Vehicles. Rep. Greenspan sponsored legislation authorizing the new license plates which was approved during the 132nd General Assembly.

Contributions collected when vehicle owners select these plates will fund grants for nonprofit organizations, schools, and school districts to provide bullying prevention training programs or similar educational opportunities.

The “Stop Bullying” logo used for the new license plates was created by 11-year-old Brooke Balser of Independence, Ohio. Ms. Balser won a statewide design contest sponsored by the office of Ohio Attorney General Dave Yost earlier this year, and unveiled her design with Attorney General Yost and Representative Greenspan during a ceremony in Columbus this past June.

 

Representative Dave Greenspan Announces Passage Of "Ohio Checkbook" Legislation To Promote Government Transparency

COLUMBUS-State Representative Dave Greenspan (R-Westlake) today announced that House Bill 46 has passed the Ohio House of Representatives. This legislation requires the Ohio Treasurer of State to create and maintain the Ohio State Government Expenditure Database, known colloquially as the “Ohio Checkbook,” in order to improve government transparency and accessibility for Ohioans.

Governor Mike DeWine Signs House Bill 50 To Declare Inventions At Charter County Hospitals To Be Hospital Property

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today announced that Governor Mike DeWine has signed House Bill 50 into law. The legislation declares inventions at charter county hospitals to be hospital property.

Rep. Greenspan introduced the bill earlier this year to allow charter county hospitals the same protections of their intellectual property that state institutions of higher education and their affiliated medical centers currently have.

Representative Dave Greenspan Introduces County Inspector General Bill To Address Fraud, Waste And Corruption

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today introduced House Bill 311, which would create a permissive County Inspector General’s office to investigate fraud, waste and corruption. Rep. Greenspan has been working extensively with multiple state agencies, including the Ohio Attorney General, the Ohio Auditor of State and the Ohio Inspector General during the drafting process.

“Our office is appreciative to all stakeholders for their support of this legislation,” said Rep. Greenspan.

“As Ohio’s Inspector General, I believe in the mission of all Inspectors General to promote transparency and efficiency in government,” said Ohio Inspector General Randall Meyer. “I strongly support the efforts of this legislation, which would expand that mission to county and local governments.”

“Creating a formal process to select qualified and trustworthy inspectors is the first step toward a more accountable and responsible county government,” said Auditor of State Keith Faber. “Adding checks and balances through an optional County Inspector General benefits taxpayers and improves communities.”

Under the bill, county boards of commissioners would be able to request the appointment of a County Inspector General by resolution. The County Inspector General would provide the same function as the State Inspector General at the county level by allowing counties the same processes of review and oversight that state agencies currently have.

Some of the most critical elements of Inspectors General are their independence in hiring, firing, oversight and funding. Rep. Greenspan’s bill addresses these issues by creating an independent State Commission for County Inspector General Services, consisting of the Ohio Attorney General, the Auditor of State, the Secretary of State, the State Treasurer, and the Lieutenant Governor. The commission would be responsible for approving, appointing, overseeing and terminating County Inspectors General.  Additionally, funding for Inspector General services is protected by provisions outlined in the bill to ensure that the appropriate financial resources are available for proper investigations.

“Elected officials as well as those who serve the public are entrusted with ensuring that programs, services and projects are performed and implemented with highest level of integrity,” said Representative Greenspan. “This bill, although permissive in its implementation, is designed to provide a standardized protocol should a county wish to engage in Inspector General services.”

Representative Dave Greenspan Introduces Legislation to Extend Protections for Additional Criminal Justice Public Servants

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today introduced House Bill 299 which will extend protections for corrections officers, parole officers, probation officers, and parole board members. The Ohio Department of Rehabilitation and Correction, the Ohio Chief Probation Officers Association, the Ohio Patrolmen's Benevolent Association, and the Fraternal Order of Police have all expressed support for the bill.

“I’m proud to sponsor this important piece of legislation which will not only help to keep corrections officers and others safe from being targeted, but will also bring the consequences for crimes against these public servants up to parity with similar crimes against police officers,” said Rep. Under Rep. Greenspan’s legislation, penalties for certain violent crimes against corrections officers, parole officers, probation officers, and parole board members will be the same as those for crimes against other law enforcement officials or military officers as already defined under current law.

To Modernize The Rape Code
 
State Representative Dave Greenspan (R-Westlake) today co-sponsored legislation that would modernize the rape code. House Bill 279, sponsored by Assistant Minority Leader Kristin Boggs (D-Columbus) and Representative Tavia Galonski (D-Akron), will eliminate both the statute of limitations for criminal and civil sex crimes and spousal exemptions for rape, sexual battery, and other sexual offenses. This bill was originally introduced as two proposed amendments to a previous bill, but those amendments were tabled because they did not meet the single-subject rule.
 
"I am honored to co-sponsor House Bill 279 with Representatives Boggs and Galonski," said Rep. Greenspan. "This bill will serve as further protection for many Ohioans who currently suffer in silence or with little recourse for justice to address these crimes."
 
The statute of limitations on rape is currently 25 years, taking into account concerns about DNA samples deteriorating over time. However, with advancements in forensic technology, it is now possible to detect and analyze DNA evidence that is decades old. House Bill 279 also closes a loophole which specifies that spousal rape is defined by a threat of force or violence, meaning that current statute does not cover certain non-consensual acts such as the use of date rape drugs.
 
Governor Mike DeWine has expressed support for modernizing the rape code, saying recently that "The laws should be different in regard to the statute of limitations for sexual assault than it is for other crimes," and that perpetrators of sex crimes should never be able to escape justice simply because a certain amount of time has passed.
 
Likewise, Attorney General Dave Yost has asserted his belief that "rape should be treated like murder" by eliminating the statute of limitations, because those crimes are both so heinous that there should never be any "closing the books" on a case that hasn't been prosecuted.

Representative Dave Greenspan Introduces Land Bank Bill

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today introduced House Bill 252 to support county land banks. This legislation would create a grant program under the Department of Development Services Agency for a land reutilization demolition program. 

“Empty commercial and industrial sites hamper new development, and the land banks are quickly running out of funds needed to demolish unused structures on those properties,” said Representative Greenspan. “This bill mitigates that coming shortfall so our counties can continue demolishing abandoned buildings and redeveloping those commercial land parcels.”

The funds awarded from these grants will go to county land reutilization corporations for the purpose of funding demolitions on blighted parcels. County land reutilization programs will commit funds equal to or greater than the amount of the grant.

House Bill 252 has been referred to the House Economic and Workforce Development Committee and now awaits its first hearing.

 

Casinos Offer Proponent Testimony on Legislation to Legalize and Regulate Sports Gaming in Ohio
 
COLUMBUS-Today two prominent casinos testified in support of House Bill 194, State Representative Dave Greenspan (R-Westlake) and Brigid Kelly's (D-Cincinnati) legislation that will create a Sports Gaming Advisory Board, designed to legalize and regulate sports gaming in Ohio.
 
House Bill 194 received its second hearing in the House Finance Committee, where representatives of MGM Northfield and Penn National Gaming offered testimony in support of the bill. Penn National Gaming is the largest regional gaming operator in Ohio and MGM is one of the oldest and largest regional gaming operators.

COLUMBUS-State Representative Dave Greenspan (R-Westlake) today introduced legislation that would encourage school districts, community schools, and STEM schools to create food allergy training for staff members and students. Similar legislation was introduced last General Assembly by former Representative Marlene Anielski in response to the death of Allison Rose Suhy from Brecksville. The death was a result of an anaphylactic reaction due to her allergy to peanuts.

The bill addresses the growing concern of food allergies by training staff members on how to recognize and respond to a person experiencing an allergic reaction. Each school district and institution of higher education may create training for staff members and age-appropriate training for students about food allergies. Staff members would earn continuing education units for the training and there would be no increase in the number of hours required.

“I am excited to introduce this legislation that would help many Ohioans who live with life threatening allergies,” said Rep. Greenspan. “It would increase awareness of resources available to combat anaphylactic reactions. The early death of Allison Rose Suhy is incredibly tragic but with the passage of this legislation, her legacy will live on.”

Furthermore, the legislation requires the Ohio Department of Education (ODE) to make a list annually of organizations and companies that offer free epinephrine and make that information available on its website. The bill would also require ODE to send a copy of this information to each school district, other public schools and chartered non-public schools. 

“The goal of this legislation is to ensure our trusted educators have the right training and resources available, so we can take steps to keep our children safe when they’re away from their home environment,” former Representative Marlene Anielski said. “Awareness and educating our children and their school community in learning about food allergies will prevent tragedies from occurring.”

The bill will now await its bill number and committee assignment.

Representative Dave Greenspan Introduces Legislation to Legalize and Regulate Sports Gaming in Ohio and Provide Additional Public Education Funding

COLUMBUS—State Representatives Dave Greenspan (R-Westlake) and Brigid Kelly (D-Cincinnati) today introduced legislation that will create a Sports Gaming Advisory Board, designed to legalize and regulate sports gaming in Ohio. The primary purpose of this legislation is in direct response to the U.S. Supreme Court’s decision to allow states the ability to offer legalized betting on professional and college sports.

“At its core – this bill is intended to provide additional funding for public education in Ohio by making sports betting legal,” said Rep. Greenspan. “The format and structure of the bill provides clarity as to the authority overseeing sport betting in Ohio while providing flexibility to address opportunities and challenges facing this newly legalized industry.”

This bill allows the Ohio Lottery Commission to administer sports gaming in Ohio. Additionally, this bill will expand the Commission from nine to 11 members and require that no less than three of the 11 members have knowledge and experience in sports gaming.

The Sports Gaming Advisory Board will research and develop recommendations with respect to sports gaming to the Commission. This board will consist of 11 members: seven appointed by the Governor, two by the Senate and two by the House. This board will end after three years.

The Casino Control Commission shall play an integral operational role in sports wagering.  The Casino Control Commission shall have the authority to regulate and investigate those engaging in sports wagering – at the direction of the Ohio Lottery Commission. 

This legislation also levies a tax on businesses that provide sports gaming. A 10 percent tax will be imposed on all sports gaming in this bill. Prior to the distribution of taxes to the Lottery Profits Education Fund, all applicable expenditures to operate the sports gaming shall be paid. Two percent of the taxes imposed shall be dedicated to the problem gaming and addiction fund.

Mobile and online gaming is currently in U.S. District Court of Appeals in New Hampshire. Based on this pending litigation, the bill broadly applies to mobile and online gaming as merely a delivery vehicle issue as it relates to sports gaming in Ohio. Mobile and online gaming is not listed directly in the bill, but is it believed that once this issue is resolved by federal courts, that if permissible, then Ohio simply will allow mobile and online gaming as allowable under the definition of a “Sports Gaming Equipment,” i.e., a “Device.”

Furthermore, this bill will provide additional funding for public education in Ohio and increase resources for gaming and addiction services.

The bill will now await its bill number and committee assignment.

Representative Dave Greenspan Introduces Senior Services Bill
House Bill 157 would create Local Government Adult and Senior Services Fund in the State Treasury

COLUMBUS-State Representative Dave Greenspan (Westlake) today announced that he has introduced House Bill 157, which will create a Local Government Adult and Senior Services Fund in the State Treasury. 

House Bill 157 authorizes the director of the office of Budget and Management (OBM) to allocate to the Senior Services Fund 50 percent of the annual surplus revenue remaining after required allocations to the Budget Stabilization Fund have been made. 

“One common and growing demand on our local communities is the services that we provide to our seniors. This funding approach will help provide needed resources for our seniors,” Representative Greenspan said. “Our seniors have been and continue to be productive members of our communities; this commitment will demonstrate our respect for their contributions as we assist them in meeting their needs,” Representative Greenspan added.

Each county treasurer would receive an appropriation from the fund based on that county’s senior population as calculated by the OBM director and certified by the county auditor. None of that money could be used for any purpose other than support of adult protective services or senior services and facilities.

Representative Greenspan’s Amendment to Increase Transit Funding Included in the House Transportation Budget

COLUMBUS—State Representative Dave Greenspan (R-Westlake) was successful in including a 75 percent increase ($30 million) in funding for public transportation.  Additionally, the House increased the public transportation funding by another $30 million to $100 million.  The funds appropriated for public transportation are federal flex funds and not motor fuel tax, the use of which are prohibited under the Ohio Constitution. 

“I share Gov. DeWine’s interest, along with my House colleagues, in providing additional funding for public transportation realizing its importance not only in our urban communities but our suburban and rural communities as well,” Greenspan said.  “Public transit is an important component for economic development, access to healthcare and education, as well as an overall quality of life issue for our state.” 

Representative Greenspan also said “I wish to thank the Ohio Public Transit Association, RTA and its president Mayor Dennis Clough for continuing to advocate on behalf of public transit for the state of Ohio and locally in Cuyahoga County.  Their input and advice was instrumental in drafting the amendment.”

Representative Dave Greenspan Introduces Legislation to Expand the Time Period to Address Property Tax Complaints

COLUMBUS—State Representative Dave Greenspan (R-Westlake) recently introduced House Bill 47, legislation that will increase the time within which property tax complaints must be decided and to change the name of the Ohio Legal Assistance Foundation. This legislation will allow county boards of revisions, especially those in heavily populated counties, additional time to be compliant.

House Bill 47 was assigned to the committee on Ways and Means and will now await its first hearing.

"I will use my experience, enthusiasm, and time to continue to bring responsible and responsive representation for our state," said Rep. Greenspan. "It will give me great satisfaction knowing that I made a difference for my constituents and community, and that I will always stand for what is right."
 
As a member of the Ohio House of Representatives for the 132nd General Assembly, Representative Greenspan has sponsored 17 pieces of meaningful legislation including House Bill 38, The Public Safety and Military Protection Act, that was recently signed into law.  He also secured over $800,000 for his district to enhance and improve various community projects.  

Representative Greenspan also served as Chair of the Finance Subcommittee on Transportation as well as a member of the Community & Family Advancement, Finance, Financial Institutions, Housing & Urban Development, Government Accountability & Oversight, and Transportation & Public Safety Committees.

Representative Greenspan has a wealth of experience in local government, serving in different capacities across the country. He was on the Inaugural City Council for the city of Sandy Springs, Georgia and also served two terms as an Inaugural Councilman for Cuyahoga County.
 
Representative Greenspan  graduated from Troy University in Alabama with a bachelor's degree in Business Administration and Accounting. Currently, Representative Greenspan is a small business owner and Chief Executive Officer of Green Elk Consulting Services, a consulting company that focuses on emerging/start-up ventures and turn-around business entities.

Rep. Greenspan Votes To Extend 2018 Graduation Requirements To Benefit Class Of 2019

Provisions provide clarity to Ohio schools, students & teachers across state

COLUMBUS—State Representative Dave Greenspan (R-Westlake) recently voted in support of legislation that would ease the graduation requirements for this year’s graduating class to match the requirements implemented for last year’s graduating class, addressing a concern brought forward by Ohio schools.

House Bill 491 requires the State Board of Education to issue substitute licenses to speech-language pathologists, audiologists, registered nurses, physical therapists and other professionals. However, the bill was amended to clarify temporary alternative graduation pathways for 2019 and 2020 high school graduations.

Changes include:

  • Extending the options for the class of 2018 to the class of 2019 with no changes

  • Extending those options to the class of 2020 with certain modifications: 

    • The GPA requirement would be cumulative 2.5 for the final two years of high school, instead of just the senior year

    • The capstone project would have to comply with ODE (Ohio Department of Education) guidance on the components of a successful project and the process for evaluation. The guidance must ensure that each capstone project is designed as a culmination of the student’s high school experience

    • The work/community service hours would have to comply with ODE guidance on approval and verification of the hours

    • Requires ODE guidance for the class of 2020 changes to be issued by May 31, 2019

    • Requires ODE, in consultation with the business community and as confirmed by resolution of the State Board of Education, to present its recommendations for a long-term graduation fix and transition plan to the House and Senate education committees by April 1, 2019

The bill now goes to the governor for his consideration. 

 

State Rep. Greenspan Applauds Passage of Bill Strengthening Government Transparency

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today announced passage of legislation requiring the Ohio Treasurer of State to create and maintain the Ohio State Government Expenditure Database, improving government transparency and accessibility for Ohioans. House Bill 40, jointly sponsored by Rep. Greenspan and Rep. Jonathan Dever (R-Madeira), essentially makes permanent the database that was created by current Ohio Treasurer Josh Mandel, ensuring future state treasurers will continue to offer Ohioans access to state expenditure information, free of charge.

The bill requires that the database be open to the public and comprised of information about state entities’ expenditures, which would be reported by each entity at least monthly (regarding the preceding month) through the Ohio Administrative Knowledge System (OAKS).

The database will include information such as state and school district employee salary and employment information, and will also supply graphs and charts summarizing the available data. The bill prohibits information that is confidential or not a public record from being included in the database.

Having passed out of the House with bipartisan support, House Bill 40 now awaits consideration by the Ohio Senate.

Rep. Greenspan Applauds Funding for New State Opioid Response Project
Plan supplements work led by Ohio House through budget, other legislation
 
COLUMBUS-State Representative Dave Greenspan (R-Westlake) applauded the nearly $56 million in funding today approved by the Ohio Controlling Board to combat the opioid epidemic.
 
The State Opioid Response (SOR) Grant, implemented by the Ohio Department of Mental Health and Addiction Services (MHAS) and awarded by the federal government, supplements the more than $180 million in new money appropriated through 2017's state operating budget, initiated by the Ohio House and supported by Greenspan, to aggressively respond to drug addiction in the state.
 
According to documents from MHAS, the Ohio SOR plan will:
  • Expand prevention efforts related to naloxone distribution
  • Provide improved training to professionals responding to the opioid epidemic
  • Deploy targeted awareness messaging in Ohio communities
  • Expand access to medication-assisted treatment (MAT)
  • Expand the use of certified peer supporters and access to recovery housing, particularly for families
  • Develop employment opportunities for people in recovery
Projections submitted to the board estimate that treatment and recovery support services would be provided to 9,000 addicted individuals, a total of 18,000 people over the span of the 2-year project.

State Rep. Dave Greenspan Supports National Prescription Drug Take Back Day

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today encouraged participation in National Prescription Drug Take Back Day, which takes place Saturday, October 27, 2018 from 10 AM to 2 PM at collection sites across the country. This initiative, created by the Drug Enforcement Administration (DEA), offers citizens the opportunity to dispose of expired or unused medication in a safe, anonymous and convenient manner.

The Ohio Department of Health (ODH) reported that in 2017, the number of prescription opioid-related deaths went down by seven percent from the previous year. Drug Take Back Day provides a way for Ohioans to continue that momentum and combat the opioid epidemic by disposing of medication that might otherwise be obtained and misused by a friend or family member.

In Rep. Greenspan’s district, the collection sites are located at:

Rep. Greenspan Announces Safety Training Grant Application Process For Local Schools

Passage of House Bill 318 to help schools in Cuyahoga County

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today applauded Attorney General Mike DeWine for recently announcing the School Safety Training Grant Program as part of House Bill 318. As a result, schools in Cuyahoga County’s Ohio House District 16 will have the opportunity to receive nearly $90,000 in funding for safety efforts, including training for school resource officers, safety and security materials and mental health programs. As a whole, the amount that schools in Cuyahoga County have the opportunity to receive is over $800,000.

The legislature’s investment into Ohio’s public schools, chartered nonpublic schools, and schools operated by county boards of developmental disabilities will be in the form of a non-competitive grant through the Attorney General’s office. Each school will receive a letter from Attorney General DeWine with instructions on how they can access these funds for the remainder of the fiscal year (October 1, 2018 through June 30, 2019).

Bills Institute Stiffer Criminal Penalties, Update School Bullying Policies and Fund Local Road Improvements

The transition from summer to fall is often a busy one, filled with back-to-school shopping and fresh routines. As this new season begins, I would like to look back and mention a few bills I have authored here in the Ohio House that I believe have significance to our everyday lives, and that are particularly meaningful to me. The work I do here in the House is an effort to improve life for you, my constituents, and for Ohioans all around the state.

It is impossible to forget the tragic events that took place in Danville, when a member of the Danville Police Department was ambushed on the job. Not long before that, three Youngstown firefighters were targeted by a shooter. With these horrific instances on my mind, I authored House Bill 38, the “Public Safety and Military Protection Act.” While it is upsetting that such legislation is necessary, the bill will serve to ensure stiffer ramifications for those intending harm to the public servants who play vital roles in our communities. It expands state law by adding firefighters, EMS and military personnel to those professions for which there are heightened penalties for aggravated murder and felonious assault (if the offender had targeted intent).

As I’m sure has been the case for all parents, I have been troubled by the violence and unrest plaguing our schools. Suicide is now the second-highest cause of death among American teenagers, and while that statistic is not specifically attributed to bullying, I firmly believe that our children’s mental health is affected by bullying witnessed and experienced at school. To reach out and implement better student protection, I sponsored House Bill 360, the “Anti-Bullying and Hazing Act.” This bill builds on suspension and expulsion policies and adds community service to offender reparations. The bill also emphasizes the importance of not only seeking to support victims, but helping bullies make better choices: schools can offer tutoring and counseling to both parties involved.

Lastly, I would like to mention House Bill 415, legislation creating the Local Government Road Improvement Fund. With reliable roads serving as Ohioans’ gateway to everything from job opportunities to grocery stores, House Bill 415 provides local governments with an alternative source of funding for roadway improvements. Ohio will accomplish this by moving one-half of state surplus revenue to the new fund each fiscal year, beginning in 2020. Specific amounts will be based on locally maintained center lane miles per county.

State Rep. Greenspan Applauds Governor’s Signing of Driver’s License Reinstatement Fee Amnesty Bill

HB 336 offers relief, incentivizes legal, insured drivers

COLUMBUS - Legislation sponsored by State Representatives Dave Greenspan (R-Westlake) and John Barnes (D-Cleveland), which helps decrease the high number of Ohioans with suspended driver’s licenses, was signed recently by Governor Kasich. House Bill 336 creates a short-term program intended to help indigent Ohioans who are unable to afford the reinstatement fee or fines that they have accrued throughout their license suspension. According to bill sponsors, many of these individuals continue to drive, risking further financial repercussion for either themselves or other drivers on the road.

The “Reinstatement Fee Amnesty Initiative” establishes a temporary six-month debt reduction and waiver program for individuals who had their licenses suspended for a variety of reasons, with the exception of offenses involving alcohol, drugs or a deadly weapon. The program will set up certain eligibility requirements for a fee reduction or waiver, including the following: that the individual’s suspension has been in effect for at least 18 months, the individual is indigent, and the individual has completed all court-ordered sanctions other than paying the reinstatement fee.

An indigent person, according to the bill, is an individual who participates in the supplemental nutrition assistance program (SNAP). Additionally, if a person has reinstatement fees for multiple offenses, they must pay either the lowest fee or 10 percent of the amount owed for all such offenses, whichever is greater.

House Bill 336 seeks to help Ohioans who may not have the extra funds to pay the fees and are trying to get back on their feet. The bill would incentivize individuals to legally reinstate their license, keep their insurance coverage, and prevent them from continuing to drive on a suspended license.

 Local Law Enforcement Officers

COLUMBUS—State Representative Dave Greenspan (R-Westlake) honored three local law enforcement officers for their exemplary service with commendations on behalf of the Ohio House.

Greenspan recognized Officer Bill Saringer with the North Olmsted Police Department, who received the 2017 Virgil McDaniel Award from the Western Cuyahoga Fraternal Order of Police Lodge 25. The award is given to an officer who has gone above and beyond the call of duty to provide exceptional service to the community.

Rick Grane, the sergeant at arms of the Western Cuyahoga Fraternal Order of Police Association Lodge 28, was also honored for receiving the Fraternal Order of Police Auxiliary Officer of the Year.

“We have a lot to be thankful for in our Westshore communities,” said Greenspan. “Our area is honored and privileged to have three members of our law enforcement agencies to be recognized not only here at home but statewide for their exceptional service, dedication, and commitment.”

Additionally, Jim Carbone was recognized as the School Resource Officer of the Year. He serves at North Olmsted High School.

Bill Aimed at Attracting Major Sporting Events to Ohio Passes out of House

COLUMBUS—The Ohio House of Representatives today passed legislation aimed at attracting more major sporting events to Ohio and, in turn, generating additional revenue for the state and local communities.

House Bill 531 removes the current cap on the amount of sports event grants that may be awarded in a fiscal year for sporting events that are competitively bid on by other states. Grants are awarded by the Director of Development Services to counties, municipalities or local organizing committees to support the selection for national or international sports competitions.

These sports include football, auto racing, boxing, horse racing, mixed martial arts or any sport governed by an international federation and included in the Olympics, Pan American Games or Commonwealth games. Some popular national events include the Men’s and Women’s NCAA Basketball Tournament and professional baseball or basketball all-star games.

“This bill will make Ohio more competitive in attracting major sports events and promoting our travel and destination assets,” said Rep. Dave Greenspan (R-Westlake), who joint-sponsored the bill with Rep. Kirk Schuring (R-Canton).

The legislation, which passed the House with bipartisan support, removes the current $500,000 per-event grant cap, as well as the $1 million cap on the number of events that can be awarded in a fiscal year. The bill requires the Director of Development Services to consult with the state’s tax commissioner to outline a formula projecting incremental sales tax increases expected to be generated by hosting the event. All grants would be paid from state sales tax receipts.

Counties, municipalities and local organizing committees are eligible for grant funding only if the sales tax receipts generated by the event exceeds the benchmark set by the tax commissioner. That is, simply landing a major, competitively-bid sporting event does not guarantee that these entities will receive a grant.

House Bill 531 also authorizes the release of grants for sports-related events other than competitions, such as the NFL Draft. Sporting events that have been held in Ohio within the previous two years are ineligible.

Having passed the House, the bill now awaits consideration by the Ohio Senate.

Ohio House Passes Legislation Giving Counties More Time to Address Property Tax Complaints
 
COLUMBUS-The Ohio House of Representatives today passed legislation that will make it easier for county boards of revision, especially those in heavily populated counties, more time to hear property tax complaints.
 
Boards of revision consist of a panel of elected officials within a county to which property owners can bring complaints and concerns in regards to appraisals, sales data and other property assessment matters.
 
Current state law requires boards of revision to decide on property complaints within 90 days of when they are filed. Oftentimes, particularly in the state's most populous counties, this is not enough time to keep up with the number of complaints that are brought forward.
 
Therefore, House Bill 361, sponsored by Rep. Dave Greenspan (R-Westlake), extends the deadline for resolving a complaint to 180 days and delays the beginning of that period until the last day a complaint is filed.
 

House Bill 361 now awaits consideration by the Ohio Senate.

Representative Greenspan Applauds Senate Passage Of Legislation Expanding Municipalities' Ability To Make Profitable Investments

House Bill 251 grants political subdivisions more autonomy in their investment ability

COLUMBUS—State Representative Dave Greenspan (R-Westlake) applauded the Senate’s passage of House Bill 251, which he introduced last year. The legislation expands the current five-year limit on political subdivisions investment ability to a limit of 10 years. This increases the maturity of the investment, which increases the municipality’s revenue opportunity.

Ultimately, House Bill 251 allows a political subdivision to purchase the debt of another subdivision for a longer period of time. This would be advantageous for both the purchaser and seller because it would result in more investment income for the municipality purchasing the debt, and less interest accrued for the municipality selling their debt, saving taxpayer money.

The current five-year limit hinders many subdivisions from investing in state and local bonds because the investment is impractical when restricted to such a short period of time, according to committee testimony.

House Bill 251 passed the Senate unanimously and now goes to the Governor’s desk for his signature.

Rep. Greenspan Announces House Approval Of The Ohio Anti-Bullying And Hazing Act

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today announced that the Ohio House has approved legislation he sponsored that works to prevent school place bullying, also known as the Ohio Anti-Bullying and Hazing Act.

House Bill 360 strengthens consequences for bullying in public schools. Under the bill, there are more parameters for in-school suspensions, and it gives school districts greater flexibility regarding investigations and how to best conduct them within the district or school.

The bill applies to public school students in grades 4 through 12 only and exempts students with developmental disabilities.

The legislation also makes permissive the following requirements:
• Mandatory community service for suspended or expelled students
• Tutoring and academic support provided by the school district for suspended or expelled students
• Counseling services provided by the school district for the offender and for the victim of the harassment or bullying, with parental consent
• Flexibility for school districts to go beyond these permissive requirements for suspensions and expulsions of students at the determination of the local school board

Ohio House Committee Approves The Ohio Anti-Bullying And Hazing Act

COLUMBUS—State Representative Dave Greenspan (R-Westlake) announced that the Ohio House of Representatives Education and Career Readiness Committee has approved legislation he sponsored that works to prevent school place bullying.

House Bill 360, also known as the Ohio Anti-Bullying and Hazing Act, strengthens consequences for bullying in public schools, a pervasive problem in today’s society. The bill preserves local control regarding bullying by providing complete autonomy for public schools to address and respond to the first reported offense of bullying towards a student. If bullying persists, then the provisions of the Ohio Anti-Bullying and Hazing Act shall be enacted.

The bill prescribes that a student identified as a bully will serve a suspension, the term of which is based on the number of reported cases and severity of the bullying, and is at the discretion of the district. During the period of suspension the district:

• May require the student to participate in a community service program
• May provide tutoring and academic support
• May offer counseling services
• May impose other provisions as determined by the district
• Shall allow the student to take all academic state assessments
• Shall prohibit the student from participating in extracurricular activities

The bill also provides for the district to offer to the victim of bullying:

• Tutoring and academic support
• Counseling services

The bill applies to public school students in grades 4 through 12 only and exempts students with developmental disabilities.

“I have been working diligently on this legislation and appreciate everyone’s support and contribution throughout this process,” said Greenspan. “This is an issue I am passionate about, and I feel strongly that this is one of the most comprehensive anti-bullying and anti-hazing bills in the country. As comprehensive as this bill is, it still allows for local control and is very permissive to give schools the flexibility they need.”

House Bill 360 now awaits referral to the floor to be heard by the full House.

The capital budget, House Bill 529, contains funding for needed improvements to public services and facilities across the state, including schools, roads and bridges, waterways and parks. The bill also increases investments in mental health and addiction services facilities.

Rep. Greenspan worked with local government and community leaders in the Westshore community to understand and advocate for his district’s needs and priorities, and also advocated for projects outside his district that are beneficial to Cuyahoga County as a whole.

Projects for Ohio House District 16, encompassing Bay Village, Fairview Park, North Olmsted, Rocky River, and Westlake, include:

• $200,000 for the City of North Olmsted to construct a fault tolerant, redundant and diverse fiber ring to improve safety services
• $200,000 for the Lily Weston House for building renovations
• $130,000 for the Cahoon Memorial Park to build a multi-purpose facility and connect a trail to the Metro Parks
• $100,000 for the BAYarts Huntington Playhouse to assist with building upgrades
• $100,000 for the Fairview Park Indoor Pool and Aquatics Center for a generator
• $62,000 for the Rose Hill Museum to assist with structural repairs
• $50,000 for the Frostville Museum to build an 1840’s replica schoolhouse
• $32,500 for the construction of the Bay Village Emergency Response Boat Storage Shelter
• $15,000 for the Lake Erie Nature and Science Center to replace the roof


“It was enlightening to work on my first capital budget bill,” said Greenspan. “I am honored to work with so many great projects from my district and have a hand in assisting them in receiving funding. I am grateful that my district was so fortunate in this bill. I look forward to all the improvements that will be made in our Westshore communities and am thankful to represent the residents of our district.”

Ensuring a commitment to Ohio’s students and preparing them for the workforce, the bill makes a statewide investment of $600 million in school construction, including repairs, renovations and maintenance, as well as $483 million for projects supporting Ohio’s public colleges and universities.

The bill also features $514 million to repair roads, bridges, water-supply systems and storm sewers. This includes $100 million to support the Clean Ohio program, which funds the preservation of green space, farmland, open spaces and expanded recreational opportunities.

The state continues to promote policies aimed at stemming the tide of addiction, and the capital budget works to help local communities in this effort. Nearly $222 million was invested for critical health and human services funding for youth services, developmental disabilities, mental health, addiction treatment and women’s health initiatives.

House Bill 529 now heads to the Ohio Senate for further consideration.

State Representative Greenspan Encourages Local College Graduates To Apply For Statehouse Fellowship

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today announced that the Ohio Legislative Service Commission is accepting applications for its 13-month Legislative and Telecommunications Fellowship Program. The Commission will hire 24 fellows to work with members of the Ohio General Assembly during 2019.

Legislative fellow duties include assisting members of the Ohio General Assembly with constituent work, writing press releases and speeches, assisting in legislative research, attending meetings, and performing administrative duties. Telecommunications fellows assist in televising House and Senate proceedings and in preparing educational video productions about the General Assembly and the legislative process.

Fellows receive full state of Ohio employee benefits and are paid $31,200 per year, with the opportunity to earn a $2,000 bonus based on length of service in the program.

“I strongly encourage college graduates to apply for this outstanding opportunity,” said Greenspan. “The fellowship program will help in building your communication, analytical, and administrative skills.”

Legislative fellowship application materials must be postmarked by April 1, 2018 to be considered for the program. The application deadline for the two telecommunications positions is April 30, 2018. All applicants must have graduated from a four-year college degree program by the December start date. Persons holding graduate or professional degrees may apply.

The legislative fellowship program is open to graduates of all major fields of study who have a genuine interest in learning about state government, and no political experience is required. The two telecommunications fellows must have majored or minored in a telecommunications-related field of study or have comparable experience.

Reps. Greenspan & Ryan Announce House Passage Of Legislation
 Creating Road Improvement Fund

COLUMBUS—State Representatives Dave Greenspan (R-Westlake) and Scott Ryan (R-Granville Township) today announced the Ohio House passage of Substitute House Bill 415. This legislation seeks to create the Local Government Road Improvement Fund, to which one half of state surplus revenue each fiscal year will be allocated. This will supply funds to local governments for road improvement projects.

“This bill will allocate necessary funds for road improvement across Ohio, and I am proud to have played a role in such an important piece of legislation,” said Rep. Greenspan. “Investing in our infrastructure is vital to improving Ohio for the citizens who live here. It was a pleasure to work with Representative Ryan on this issue and I am pleased that we received such broad support from the rest of the House.”

“This bill will provide needed revenue to local government partners for road improvements,” said Rep. Ryan. “I am very pleased that the House, in a strong bipartisan fashion, passed this creative bill that can potentially lead to more efficiency in state spending.”

The bill prevents any General Assembly from passing legislation that decreases the amount allocated to the Local Government Improvement Fund, which must be least 1.66 percent of the General Revenue Fund. Sub. H.B. 415 also includes certain limitations in order to keep the Budget Stabilization Fund (BSF), otherwise known as the state’s Rainy Day Fund, at a sufficient balance.

Historically, surplus revenue from the General Revenue Fund has been deposited into the BSF. Beginning in fiscal year 2020, Sub. H.B. 415 provides that half of the surplus will be moved to the Local Government Road Improvement Fund, and the other fifty percent will be placed in the BSF to maintain its required level (which is 8.5 percent of the General Revenue Fund). The distribution of funds will be based on locally maintained center lane miles in each county.

Sub. H.B. 415 is a Buckeye Pathway bill, strengthening communities and towns by providing monetary resources for road improvement throughout the state. Something as simple as a safe road can supply an opportunity for Ohio residents.

Having passed out of the House, Substitute House Bill 415 now awaits consideration by the Ohio Senate.

SJR 5 now goes before voters on May primary ballot

COLUMBUS-State Representative Dave Greenspan (R-Westlake) announced that the Ohio House has approved Senate Joint Resolution 5, paving the way for historic, bipartisan redistricting reform to now go before voters on the primary ballot on May 8th.
 
SJR 5 ensures that Ohio's congressional map-making process features bipartisan support, keeps communities of interest whole and promotes districts that are compact and competitive.
 
"I am proud to have been a part of the passing of SJR 5," said Greenspan. "The legislators of Ohio put aside our differences to come together and pass bipartisan congressional redistricting reform. I appreciate all of my constituents who took the time to contact my office regarding this important topic."
 
The culmination of months of bipartisan talks among the House, Senate and engaged citizen groups, SJR 5 aims to implement a congressional redistricting system similar to Issue 1, a 2015 ballot initiative that changed the way state House and Senate districts are drawn. Ohioans approved that ballot initiative with over 70 percent of the vote.
 
If passed by voters in May, Ohio's new redistricting system would require drawing a map that earns three-fifths support by each chamber of the General Assembly, including at least 50 percent support from the minority party.
 
Failure to meet that threshold would send the decision to the seven-member Redistricting Commission, consisting of appointees from the Governor, Secretary of State and State Auditor, as well as two Republicans and two Democrats from the Ohio House and Senate. The commission's goal would be to create a 10-year map that earns majority approval from the commission and approval from at least two minority party members.
 
Further steps are also in place should the commission fail to meet that requirement, including ultimately the General Assembly approving a temporary map lasting for four years, after which time the process begins anew to create a six-year map.
 
Having passed both legislative chambers, SJR 5 now heads to the Secretary of State's office to be filed as a ballot initiative.

Rep. Greenspan Introduces Legislation To Create 'Stop Bullying' License Plate

Funds to support bullying prevention across the state

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today announced that he has jointly introduced House Bill 481, legislation that creates the “Stop Bullying” license plate and Stop Bullying License Plate Fund.

“The Stop Bullying license plate will act as a partner bill to the Ohio Anti-Bullying and Hazing Act, a bill I introduced,” said Greenspan. “To address the bullying issue we recognize that we must work on the preventative side and this license plate bill will provide the funding to do so. Allocating monetary resources to this crucial movement will alleviate the burden from schools and allow their administration to focus on what truly matters, our children.”

The license plate will cost 25 dollars to buy, with these funds being transferred to the Stop Bullying License Plate Fund. Interested parties and not-for-profits may also donate to the fund. All money contributed to the fund will be used to support bullying prevention and related educational programming.

House Bill 481 will soon be referred to a House committee for further consideration.

 

Ohio House Passes "Utility Worker Protection Act"

House Bill 276 provides needed protection for utility workers on the job

COLUMBUS—The Ohio House of Representatives passed legislation that provides added protections for utility workers while performing their jobs.

House Bill 276, also known as the “Utility Worker Protection Act,” expands the offense of aggravated menacing to prohibit threatening a utility worker with a deadly weapon with the intent to obstruct the operation of a utility. The individual committing this offense would have to know or have reasonable cause to know that the victim is a utility worker.

Violation of the law will generally result in a first degree misdemeanor, unless the offender previously was convicted of aggravated menacing, in which case it will be a fifth degree felony.

“Substitute House Bill 276 is a step in the right direction in protecting our utility workers here in the state of Ohio,” said State Representative Jeff Rezabek (R-Clayton), who joint-sponsored the legislation with Rep. Dave Greenspan (R-Westlake). “They provide a vital service to our state and to our communities. By all intents and purposes, they keep our communities running and this bill provides protection for them when they’re performing essential duties.”

“I am encouraged that the House of Representatives has supported this important piece of legislation that protects the men and women who work hard to ensure that our critical infrastructure needs such as electricity, communications, water, and other important infrastructure are protected,” Greenspan said.

This legislation was brought to the attention of both Reps. Rezabek and Greenspan by multiple utility companies after they reported an increase in incidents where their workers were threatened while trying to perform their jobs.

Having passed the House, HB 276 now awaits further consideration by the Ohio Senate.

Reflections on Serving House District 16
 
As we begin the New Year I would like to reflect back on my first year serving the people of the 16th District. I spent 2017 working diligently on various issues facing my district and all Ohioans. It was a very active year, filled with numerous learning opportunities and engaging issues. One of the most important and impactful experiences that I had was the privilege to work on the biennial state operating budget. I was fortunate to have the opportunity to lead on several budget amendments that not only assisted local communities in the area of public safety but also early childhood education. to mention a few. Additionally, I hosted 15 in-district events, five “Donuts with Dave” and ten roundtables focusing on specific topics such as the opioid epidemic, economic development and aging and long-term care. These events continue to provide me the opportunity to stay connected with my district and to hear from my constituents.

Additionally, I introduced nearly a dozen pieces of legislation. House Bill 38, The Public Safety and Military Protection Act - passed the House unanimously and is waiting for approval from the Senate. House Bill 38 will increase the penalty for murder or assault of a first responder or military member. I have also introduced legislation that provides additional funding for our local communities and legislation that will address the bullying and hazing issues facing our state. Additionally, I sponsored a bill with Representative John Barnes (D-Cleveland) to require the registrar of motor vehicles to establish a six month driver's license reinstatement fee debt reduction and amnesty program. I am proud of the several pieces of legislation that I have introduced with both Republicans and Democrats and many of my bills have received overwhelming bipartisan support.

Alongside my other work, I also served on two House task forces: the Speaker’s Task Force on BRAC and Military Affairs and the Speaker’s Task Force on HOPES (Heroin, Opioids, Prevention, Education and Safety). The mission of these task forces is to study the impacts of both of these important issues on our State. I also joined the Ohio House Veterans Caucus which is an informal group aimed at meeting to discuss veterans’ issues and policies

I am proud of our accomplishments over the past year, and am continually honored to be your representative. I am immensely grateful for this experience and know I have the citizens of District 16 and Ohio to thank. I look forward to 2018 and all of the plans in place to better serve our communities.

Ohio House Passes Driver's License Reinstatement Fee Amnesty Initiative 
HB 336 offers reprieve for certain Ohioans with suspended licenses
    
COLUMBUS - The Ohio House Wednesday approved House Bill 336, legislation sponsored by State Representatives Dave Greenspan (R-Westlake) and John Barnes (D-Cleveland), to help decrease the high number of Ohioans with suspended driver’s licenses.

The short-term program is intended to help indigent Ohioans who are unable to afford the reinstatement fee or fines that they have accrued throughout their license suspension. According to bill sponsors, many of these individuals continue to drive, risking further financial repercussion for either themselves or other drivers on the road.

“It is our goal to create a reasonable, practical, and measured attempt to make sure that Ohioans are legal to drive with a valid driver’s license and insurance while driving through our neighborhoods and on our interstates,” said Greenspan.

The “Reinstatement Fee Amnesty Initiative” would establish a temporary six-month debt reduction and waiver program for individuals who had their licenses suspended for a variety of reasons, with the exception of offenses involving alcohol, drugs or a deadly weapon.

The program would set up certain eligibility requirements for a fee reduction or waiver, including the following: that the individual’s suspension has been in effect for at least 18 months, the individual is indigent, and the individual has completed all court-ordered sanctions other than paying the reinstatement fee.

House Bill 336 seeks to help Ohioans who may not have the extra funds to pay the fees and are trying to get back on their feet. The bill would incentivize individuals to legally reinstate their license, keep their insurance coverage, and prevent them from continuing to drive on a suspended license.

House Bill 336 is a Buckeye Pathway bill that received bipartisan approval in today’s House floor vote. The legislation now awaits consideration by the Ohio Senate.
 

 

Legislation Safeguarding Taxpayer Dollars And Preventing Credit Card Abuse Passes Ohio House

Columbus -State Representatives Dave Greenspan (R-Westlake) today announced that the Ohio House has passed legislation creating standards for the use of credit and debit cards by political subdivisions, which he joint sponsored with Rep. Kirk Schuring (R-Canton).

Current law in Ohio lacks a uniform policy across the state regarding the use of credit and debit cards by local government entities. House Bill 312 would require political subdivisions to follow certain procedures—including adopting a comprehensive policy, conducting a periodic review, and providing itemized receipts—for credit cards.

“House Bill 312 provides transparent, accountable, and practical safeguards to protect the integrity of our local communities, and the responsible stewardship of taxpayer dollars is paramount to building and sustaining the public’s trust,” said Greenspan.

The bill requires the name of the political subdivision to appear on each credit card and check related to its account. Additionally, these entities, including counties, must report any rewards accrued from credit cards annually to the Auditor of State. House Bill 312 also generally prohibits the use of debit card accounts by local governments except for law enforcement purposes.

House Bill 312, which seeks to protect taxpayer dollars and encourage responsible spending, now awaits consideration by the Ohio Senate.

Reps. Greenspan, Thompson Applaud Passage Of Bill Affirming Ohio's Ties With Israel

Columbus - State Representatives Andy Thompson (R-Marietta) and Dave Greenspan (R-Westlake) today announced that the Ohio House passed House Concurrent Resolution 10, which condemns the Boycott, Divestment and Sanctions (BDS) movement and brings attention to incidents of anti-Semitism at college campuses in Ohio.

House Concurrent Resolution 10 aims to reinforce the relationship Ohio has with Israel by strengthening ties and increasing collaboration with the country through business, government, the arts, culture and education. The resolution also works to raise awareness about recent events across the nation where anti-Semitic sentiments and the BDS movement have been promoted on college campuses.  In an effort to protect students’ right to free speech, the resolution also urges university administrators to discipline any faculty, staff or students who violate free speech at colleges and universities in Ohio. 

“I am privileged to lead this resolution to passage in the Ohio House with my joint sponsor, Rep. Greenspan,” Rep. Thompson said. “I know how important it is for Israel and for its many friends in Ohio, especially on our college campuses.”

“This resolution sends a strong message to our state and federal leaders that the General Assembly supports peace, justice, equality, democracy and human rights for all people in the Middle East and in the United States and that we condemn all attacks against the people of Israel and those who support Israel - regardless of their national origin, religion or beliefs,” said Rep. Greenspan.

House Concurrent Resolution 10 now heads to the Senate for further consideration.
 

COLUMBUS - State Representative Dave Greenspan (R-Westlake) today announced that the House Insurance Committee unanimously approved House Bill 336, legislation he joint sponsored with Rep. John Barnes (D-Cleveland) that addresses driver’s license reinstatement fees.

The bill would require the Registrar of Motor Vehicles to establish a temporary six-month driver’s license reinstatement fee debt reduction and waiver program for individuals who had their licenses suspended for a variety of specified offenses.

The program would set up certain eligibility requirements to receive a fee reduction or waiver, including the following: that at least 18 months have passed since the suspension was imposed, the offender is indigent, and the offense that led to the license suspension did not involve alcohol, drugs, or a deadly weapon.

The Reinstatement Fee Amnesty Initiative seeks to help Ohioans who may not have the extra funds to pay the fee and are trying to get back on their feet. Many with suspended licenses continue to drive anyway, and the bill would incentivize individuals to legally reinstate their license and keep their insurance coverage.

House Bill 336 now awaits consideration for a vote by the full House.

Legislation Seeks To Improve, Repair Roadways Across Ohio
 
COLUMBUS - State Representatives Dave Greenspan (R-Westlake) and Scott Ryan (R-Newark) today introduced legislation that would give local governments greater control and financial discretion over road repairs.

House Bill 415 would establish the Local Government Road Improvement Fund, which would be funded by 50 percent of state surplus revenue. Any revenue within the fund would be directly distributed to villages, cities, and townships to go towards road improvements.

"Maintaining our infrastructure is one of our core fundamental responsibilities," said Rep. Greenspan. "This is a public safety, economic development, and overall quality of life issue for our local partners and this distribution formula of state surplus funds is equitable."

The distribution of funds to counties would be based off the total number of miles of roadways maintained by a county divided by the total number of miles maintained by the state. The same holds true for roadways maintained by a political subdivision divided by the number maintained by a county.

"I am pleased to join Rep. Greenspan in offering this legislation which will provide an increased incentive for state and local governments to work together to provide more efficient government," said Rep. Ryan. "This bill will assist in maintaining and improving local infrastructure that is vital to the economic success of all Ohioans."

House Bill 415 now awaits a committee designation.

COLUMBUS - The Ohio House yesterday voted in favor of House Bill 251, sponsored by Dave Greenspan (R-Westlake), which expands the current five-year limit on political subdivisions investment ability to a limit of 10 years. This increases the maturity of the investment, which increases the municipality’s revenue opportunity.

Ultimately, House Bill 251 allows a political subdivision to purchase the debt of another subdivision for a longer period of time. This would be advantageous for both the purchaser and seller because it would result in more investment income for the municipality purchasing the debt, and less interest accrued for the municipality selling their debt, saving taxpayer money.

The current five-year limit hinders many subdivisions from investing in state and local bonds because the investment is impractical when restricted to such a short period of time, according to committee testimony.

House Bill 251 is a Buckeye Pathway bill that passed with bipartisan support and now awaits further consideration from the Ohio Senate.

COLUMBUS - Recently, it seems our country has been impacted over and over again by natural disasters. Texas, Florida, and Puerto Rico are still reeling from the number of hurricanes that hit the Caribbean over the past several weeks. And now, California is waging a war against wildfires that have already racked up too many deaths.

These events sparked the House’s passage of legislation that had already been in the works for months, the Disaster Relief Act. House Bill 133 will exempt out-of-state communications, utilities, infrastructure companies and other qualifying entities from certain taxes during a declared disaster. These tax exemptions include state and municipal income taxes, state and local sales taxes, the commercial activity tax, and occupational licensing requirements.

This exemption will eliminate red tape, allowing businesses to deploy resources faster and more quickly make repairs should a disaster occur in Ohio. While our state is typically out of the impact range for hurricanes and wildfires, we are still susceptible to natural disasters like tornados, floods, and blizzards. In these circumstances, it is important that our communities get needed help as quickly and efficiently as possible.

Ohio has done its part to help other regions of our country in their rebuilding process after these disasters. Our National Guard has been deployed to aid in rescue efforts and contractors statewide have left to return power to people’s homes and rebuild roads and buildings. I’m proud that Ohio has been able to help our fellow citizens, and should we be in a similar situation, the Disaster Relief Act will help other states do the same for us.

Representative Greenspan Applauds Passage Of Legislation Supporting Veterans' Organizations

Columbus - State Representative Dave Greenspan (R-Westlake) today applauded the Ohio House’s passage of legislation granting certain veterans’ organizations an exemption from property taxes.

House Bill 24, sponsored by Rep. Tim Ginter (R-Salem), expands a current tax exemption for property to qualifying 501(c)(4) veterans’ organizations that are exempt from federal income tax. Property that is not used for meetings, administrative needs, or to provide programs or services is excluded from this exemption.

House Bill 24 now heads to the Ohio Senate for consideration.

Guest Column From State Representative Dave Greenspan: Local Resources Necessary To Combat Opioid Epidemic

During my first year in the legislature, I have been closely monitoring the opioid epidemic that has been overtaking our state and country. It’s been a complex and comprehensive issue, one that has required cracking down on pill mills and prescription drug laws and increasing prevention efforts. We’ve made great strides in some areas, but a recent announcement by the Ohio Department of Health reveals that there is much more work to be done.

In 2016, over 4,000 deaths of Ohioans were caused by unintentional drug overdoses, a statistic up 32.8 percent from 2015. Much of this increase was found to be due to the presence of stronger drugs, like fentanyl and carfentanil, demonstrating how the opioid crisis continues to evolve. Fentanyl and related drugs were involved in more than half of these drug overdose deaths, compared to 37.9 percent in 2015.

Fentanyl can be hundreds of times stronger than heroin, and carfentanil is even stronger than that. These drugs are so often mixed with other substances, unknowingly to the user, resulting in tougher addictions and more overdoses. We have to help those who are struggling, putting an end to the addiction cycle and cutting off the demand for heroin and other drugs that keep dealers employed.

Through the HOPES (Heroin, Opioids, Prevention, Education, and Safety) Agenda at the Ohio House, we’ve worked to establish preventative measures while funneling funds towards the organizations that are on the front lines of this epidemic. For those in the 16th House District and the rest of northeastern Ohio, the ADAMHS (Alcohol, Drug Addiction, and Mental Health Services) Board of Cuyahoga County is a great resource for the addicted and their loved ones.

Its mission is to improve the well being of our community by eliminating substance abuse and addiction in Cuyahoga County and enhancing support for mental illness, which is so often associated with addiction. Representative Greenspan Announces Open Application Period For 2017 School Bus Rebate Program

COLUMBUS—State Representative Dave Greenspan (R-Westlake) today announced that the United States Environmental Protection Agency (EPA) is now accepting applications for its 2017 School Bus Rebate Program.

The EPA is offering up to $20,000 in grant money per vehicle to replace older school buses and up to $6,000 per vehicle for retrofits. New and retrofitted vehicles will help reduce harmful exhaust emission, improving the health of students and the community.

School districts, municipalities, or private entities that operate school buses through a contract may apply with the application form available at www.epa.gov/cleandiesel/clean-diesel-rebates. The application period is open until November 14, 2017 at 4:00 p.m.

Representatives Schuring And Greenspan Introduce Legislation Aimed At Protecting Taxpayer Dollars
COLUMBUS-State Representatives Kirk Schuring (R-Canton) and Dave Greenspan (R-Westlake) today introduced House Bill 312, which would require local governments to establish credit card policies to protect tax dollars. The bill would:

• Require all government entities to enact a credit card policy detailing allowable uses, number of cards, who can use them, credit limits, and reissue periods
• Require for some governmental entities that accounts and policies be reviewed regularly by an appointed compliance officer other than the treasurer of the government entity
• Ban the use of debit cards, except for certain law-enforcement purposes
• Authorize the Auditor of State to create rules for the disclosure and audit of credit card rewards accrued by local governments

“This legislation encourages and promotes additional transparency and oversight for spending Ohioans’ tax dollars, while affirming a responsive and responsible form of governing,” said Rep. Greenspan.

“I’m honored to be a part of Auditor Yost’s efforts to put safeguards around the use of credit cards by local governments, and I want to commend him for the time he has taken to develop the framework for this legislation,” said Rep. Schuring. “Without the checks and balances that are incorporated in this bill, there is potential exposure for local governments to negligently use or abuse credit cards in a way that will ultimately cost taxpayer dollars.”

COLUMBUS - State Representative Dave Greenspan (R-Westlake) announced that the Ohio House has voted to override the Governor's veto of a provision in the state biennial budget bill related to the managed care organizations (MCOs) sales tax replacement plan.

Under the budget bill, House Bill 49, Medicaid managed care organizations would be subject to a franchise fee, replacing a state and local sales tax on purchases made by Medicaid MCOs. In 2014, the state of Ohio was advised by the federal government that applying this sales tax was no longer permissible under federal law and that Ohio must comply by the end of June 2017.

This franchise fee will be a replacement for the revenue local governments previously collected through the MCO sales tax. The House overrode the Governor's veto of this provision, including a measure that requires the Director of the Ohio Department of Medicaid to seek federal approval to raise the franchise fee, which has the potential to raise up to an additional $207 million each fiscal year.

"This is an important message to send to our local partners, including Cuyahoga County and RTA, that we support their efforts to serve the residents and businesses of northeast Ohio," said Rep. Greenspan.

The additional funds raised will be distributed to each county and transit authority that experiences reduced sales tax revenues due to the cessation of the sales tax on Medicaid MCOs, providing more aid to counties in their fight against the opioid epidemic.
 

Representative Greenspan Announces Passage Of "Judy's Law"

Judy's Law inspired by woman set on fire by estranged boyfriend

Columbus - State Representative Dave Greenspan (R-Westlake) today announced that the Ohio House has passed House Bill 63, also known as “Judy’s Law,” which strengthens the penalties for perpetrators of felonious assault if an accelerant is used in committing the offense.

State Representative Jim Hughes (R-Upper Arlington) introduced the legislation after learning about a Gahanna mother, Judy Malinowski, who was doused in gasoline and set on fire in August 2015 by her estranged boyfriend. Over 600 days later, Malinowski has had more than 50 surgeries and is still fighting for her life. Due to current law, the judge was only able to impose an 11-year sentence on her abuser.

House Bill 63 would allow judges to add an additional prison term of six years for felonious assault if the offender used an accelerant in committing the offense and the abuse resulted in a permanent disfigurement or permanent substantial incapacity.

Despite her horrific condition, Malinowski has continued to speak out about domestic violence and has made every effort to warn other victims. She also bravely recorded video testimony encouraging legislators to pass House Bill 63.

NBC4 this week announced that Malinowski has been moved to a palliative care center and is no longer receiving medical care, but is resting comfortably. Malinowski’s family remains optimistic.

Judy’s Law passed unanimously with bipartisan support and now goes to the Ohio Senate for further consideration.

Ohio House Stiffens Penalties For Assault Or Murder Of First Responders, Military Members
COLUMBUS - State Representative Dave Greenspan (R-Westlake) today announced that the Ohio House of Representatives has passed legislation that would increase penalties against an offender who feloniously assaults or murders a first responder or member of the military with targeted intent.

House Bill 38, sponsored by Rep. Greenspan, expands the offense of aggravated murder to include purposely causing the death of a first responder or military member when the offender had specific intent to commit the crime against one of these individuals. Under the legislation, a first responder is defined as a firefighter or emergency medical service provider. Additionally, the definition of a military member includes a member of the United States Armed Forces, reserves, the Ohio National Guard, or a participant in ROTC.

The bill also increases the penalty for a targeted felonious assault against a first responder or military member from a second degree felony to a first degree felony, requiring a mandatory prison term of three to eleven years if the victim suffered serious physical harm.

“There have been repeated incidences of disturbing attacks on those who have dedicated their lives to protect and serve our communities and our nation,” said Representative Greenspan. “This bill sends a strong message of support to those brave men and women who see us at our worst or in our greatest times of need and to those who protect and defend our freedoms and liberties.”

Also known as the “Public Safety and Military Protection Act,” House Bill 38 comes in response to a recent upsurge in specifically directed attacks on police officers and other officials, including the murders of a Danville police officer and a Kirkersville Police Chief in Ohio. Passed during National Police Week, the bill retains current law with regard to enhanced protections related to law enforcement and peace officers, but expands those definitions to include those who previously served in such a capacity.

House Bill 38, a part of the Buckeye Pathway policy platform, now awaits further consideration in the Ohio Senate.

Representative Dave Greenspan Votes Yes for House Budget 
Budget bill prioritizes combating the drug epidemic, schools

COLUMBUS-The Ohio House of Representatives this week passed House Bill 49, the state operating budget. The bill addresses some of Ohio's most pressing issues, including more than $170 million in funding towards combating Ohio's opioid epidemic and providing additional resources to schools. Representative Dave Greenspan (R-Westlake) voted in support of the legislation.
In response to lower than expected revenue estimates, the House restrained spending and facilitated sound fiscal policies by staying under the rate of inflation for the first time in several years and spending about $2.5 billion less than the executive proposal over the biennium.
To underscore the importance of combating the state's deadly opioid epidemic, the House appropriated funds totaling $170.6 million in new money to invest in prevention, treatment, mental health care, and workforce programs through the HOPES (Heroin, Opioids, Prevention, Education and Safety) Agenda. Resources will be directed as follows:
* $80 million toward treatment (transitional housing, nursing beds pilot program, ADAMHS boards, expanding treatment/detox programs, drug courts)
* $50 million toward supporting children (Child Protective Services and kinship care)
* $19.4 million toward mental health (stabilization centers, residential state supplement, BCI processing lab reports, telemedicine coverage and mental health court pilot program)
* $12.2 million toward prevention (community coalition funding, investing in innovation & technology, accessible educational resources and Start Talking!)
* $9 million toward workforce (Short-term certificates and SNAP workforce & training funding)
Enhancing opportunities for all Ohioans is a central component of the state operating budget through additional school funding, ensuring that students have the resources to learn and grow. House Bill 49 increases funding compared to the executive budget proposal by more than $90 million over the biennium.
Through a series of provisions, the budget strengthens accountability in the state's Medicaid program by placing guardrails on future Medicaid Group VIII spending through the Controlling Board. The bill also returns Medicaid oversight to the General Assembly by directing the Department of Medicaid to seek a federal waiver to require a Group VIII Medicaid recipient to be one of the following: over 55, medically fragile, employed, in an education or workforce training program, or in a recovery program.
Additional provisions in the budget include:
* Simplifying the tax code by reducing the number of tax brackets and eliminating tax changes included in the executive budget proposal
* Protecting vulnerable Ohio children by providing $400,000 to the Providence House for crisis care
* Investing in Ohio's history by providing $500,000 to the Western Reserve Historical Society for new facility construction
* Restoring the MARCS radio credit for local governments by having $4,000,000 restored for our local municipalities
* Addressing Ohio's rising prison population by expanding options for local communities to divert some low-level offenders from the crowded state prison system
* Ensuring children receive the care and attention they deserve by restoring the Bureau for Children with Medical Handicaps (BCMH) program and funding it at $3 million per year
* Directing additional resources to the local level by increasing funding for Indigent Defense
* Providing a head start for Ohio's youth by making sure 3 year olds have access to early childhood education centers
The House's budget bill, sponsored by House Finance Chairman Ryan Smith (R-Bidwell), will now go to the Ohio Senate for further consideration.
 

COLUMBUS— Speaker of the Ohio House Clifford A. Rosenberger (R-Clarksville) yesterday appointed State Representative Dave Greenspan (R-Westlake) to the Ohio Broadcast Educational Media Commission (BEMC). Rep. Greenspan will serve as a non-voting member on the 15-member board.

The Ohio BEMC is an agency that works to advance education and accelerate learning for Ohioans through educational broadcasting services. In doing so, it promotes access to and use of educational television and radio and radio reading services. It also administers programs that provide financial and other assistance to these services.

“I am honored to serve on the Commission and utilize my years of experience in television and radio with Turner Broadcasting, Atlanta Olympic Broadcasting, and the PGA TOUR Radio Network,” said Rep. Greenspan.

Representative Greenspan’s appointment to the Ohio Broadcast Educational Media Commission took effect on April 17.

Representative Greenspan Announces Passage Of Legislation To Protect Ohio's Vulnerable Populations

COLUMBUS-State Representative Dave Greenspan (R-Westlake) yesterday announced that the Ohio House has passed legislation to help protect Ohio's seniors and other unsuspecting populations against deceptive marketing practices. House Bill 52 makes several reforms to regulate the solicitation of real property deeds.

 

House Bill 52, sponsored by Rep. Jeff Rezabek (R-Clayton), comes in response to deed solicitation scams plaguing many Ohioans, whereby companies outside of Ohio will send official looking notifications to homeowners informing them that they need a copy of their property deed. Further, the notices will request up to $90 for the deed, preying on individuals who are unaware that they can receive a copy of their deed from the county recorder's office for a minimal fee.
 
"I support this common-sense bill for its added protections to consumers, but particularly our seniors," said Greenspan. "As elected trustees, it is important for us to provide citizens with the tools to combat financial fraud and abuse."
 
The provisions under the legislation require that specific disclosures be made to consumers when they are solicited a fee for real property deeds, including the cost to obtain the deed from the county recorder, the contact information for the county recorder, and the name and address of the person soliciting the fee. Other reforms prohibit the charging of a fee more than four times the cost to obtain a copy of a deed from the county recorder. A violation of these requirements falls under the Ohio Consumer Sales Practices Act and may result in a fine.
 
House Bill 52 is a part of the Buckeye Pathway, the policy platform of the Ohio House Republican Caucus, as it seeks to protect our vulnerable populations and strengthen families and communities. The bill now awaits consideration in the Ohio Senate.

Representative Greenspan Applauds Passage of Legislation Increasing Access to Summer Meal Programs in Local Schools
COLUMBUS-State Representative Dave Greenspan (R-Westlake) yesterday applauded the Ohio House's passage of legislation that permits organizations to operate summer food programs Ohio's schools. House Bill 80 was joint sponsored by Representatives Sarah LaTourette (R-Chesterland) and Kent Smith (D-Euclid), both of whom represent important areas in Northeast Ohio.
 
House Bill 80 allows school districts that opt out of providing summer food services to allow a summer food service program sponsor to utilize its facilities, with the approval of their local district board. The bill will increase access to meals for students who depend on free breakfast or lunch during the school year. Unfortunately, many school districts in this state are forced to opt out of this service due to local financial restraints. Under this bill, school districts would be able to charge a reasonable fee for the use of the school's facilities and related services. The food service program providers would be required to have insurance and be pre-approved.  One out of four children in Ohio experience food insecurity and if this bill helps provide relief to those children, then this further demonstrates responsive and responsible government," said Representative Greenspan. House Bill 80 now awaits further consideration by the Ohio Senate.

Rep. Dave Greenspan (R-Westlake) has arrived at the Ohio Statehouse after successive turns in more than a half dozen communities in the U.S., bringing with him a keen appreciation for local differences and concerns.

Greenspan, who until recently served on the Cuyahoga County Council and chaired its Finance and Budgeting Committee, landed in Westlake a decade ago to reunite with his college sweetheart (now wife) and quickly became involved in local government after a previous council stint in Sandy Springs, GA.

"I'm fortunate I've been in elective office eight of the last 11 years," says Greenspan, who cites his work establishing police and fire departments in Sandy Springs and a fiscally stable $3 billion budget in Cuyahoga County as some of his more satisfying achievements. He has the distinction of serving on both governments' inaugural councils, with Cuyahoga County adopting a new charter in 2009 and Sandy Springs incorporating as a major municipality in 2005. Call that instant credibility.

"It was one of the largest communities ever to incorporate in the U.S.," Greenspan says of Sandy Springs, which exceeded a population of 100,000 in 2014.

He had spent his early days in New Jersey, completed junior high in south Florida, graduated from high school in Savanna, GA, completed a bachelor's degree in business and accounting at Troy University in Alabama, and began work at an accounting firm in Miami. Over the next 18 years, Greenspan rose to the position of senior production accountant with Turner Broadcasting System, Inc. in Atlanta; project manager with Atlanta Olympic Broadcasting 1996; chief operating officer with PGA Tour Radio Network (also in Atlanta); chief financial officer with software company MyTurn, Inc. in Jacksonville Beach, FL; CFO and executive vice president with online auction site ExchangeBLVD, Inc. (back in Atlanta); and ultimately to chief executive officer of his own consulting firm in Westlake, OH, Green Elk Consulting.

It was his grandmother's work raising money for Israeli hospitals that ultimately led him to public service, he says.

"Giving of your time is really what's of value. It's not something you can re-earn," she had told him. "Once you've spent it, you've spent it."

Sandy Springs was an introduction to both state and local government, as Georgia's own Legislative Services Committee (LSC) and Joint Legislative Offices had drafted the city charter approved for local referendum by the Georgia General Assembly.

Greenspan says Cuyahoga County has increased his knowledge of large-scale budgeting, as it boasts the largest municipal budget in the state.

"It's the national model for how partisanly elected officials can operate in a non-partisan fashion," he says of the county's "outcomes-based" budgeting. "They choose to appoint chairmen based on skills rather than political affiliation."

His tenure on county council ran concurrent with the Kasich administration and resulting cuts to the Local Government Fund (LGF).

"It was somewhat of a challenging time to begin with. At the same time as the LGF cuts, you had income tax reductions and property tax reductions," he notes. "What has resulted from that is that our communities are working together more collaboratively to share services."

Greenspan says his own district is beginning to recover in both property and income tax collections, factors the General Assembly will have to consider as it enters a tight budget cycle.

"As legislators, we've got to identify what the priorities are for the state," he says. "Two priorities I think are essential are to ensure our local governments are operating effectively and efficiently and our local school systems are operating effectively and efficiently."

He notes there are still more unemployed Ohioans than available jobs, even if employers cannot always find people with the qualifications and life skills to fill them.

"If we don't get hold of this drug issue, it will undermine all the efforts we've made in the state to grow our economy. Otherwise, it doesn't make a difference if there are thousands of postings at the Ohio Means Jobs website. Businesses may take their jobs elsewhere," Greenspan says, describing an emerging trend in employment screening.

"Some employers are saying to candidates, 'Show up on time and pass a drug test, and we'll train you.'"

He says the state will have to get creative to solve the opioid problem. "There are only a finite amount of financial resources. We need to foster better collaborations with organizations that are handling the education and treatment of those individuals who are addicted."

Among other legislative priorities, Greenspan says the state must continue to pursue an income tax structure that will "put more money in constituents' pockets than government's pockets." He wants to do more research on a sales tax expansion, however.
"As a general rule, I 'm not in favor of broadening the base," he says, addressing one of Gov. John Kasich's recurring budget proposals.

In the meantime, Greenspan is at work on the Public Safety and Military Protection Act, legislation that seeks to protect first responders and soldiers by increasing penalties for those who attack them. It is likely to draw support from a diverse group of lawmakers, though he says more contentious legislation does not mean people cannot be collegial and respectful.

"I may not agree with all opinions, but I want people to feel comfortable that they can come to me. People should be treated fairly, whether it's a progressive opinion or a conservative opinion," says Greenspan.
